No person shall permit any house, shop, store or other structure owned, occupied or under his control to be used in a disorderly manner. For purposes of this section, a house, shop, store or structure is deemed to be utilized in a disorderly manner if it is frequented by persons who are noisy, riotous, disorderly or engaged in criminal activity or who are prostitutes, vagrants or gamblers or who use the same to harass persons lawfully on the premises or on the streets abutting said premises.
No person shall permit the growth of weeds, high grass or other similar impediments on or adjacent to the sidewalks, gutters and street lines of any public road, street, alley or highway or shall permit any property owned or occupied by him or under his control to become so overgrown by weeds or growth so as to become an eyesore or a nuisance to the neighborhood in which such property is situated.
A. 
No person shall maintain a structure in such a condition that it is unfit for human habitation, occupancy or use due to any unsafe condition.
B. 
For purposes of this section, a structure is deemed to be unfit for human habitation, occupancy or use, if it has been so certified by the Construction Code Official of the Township of Pohatcong, pursuant to the standards set forth in Chapter 100, Unfit Buildings, of the Code of the Township of Pohatcong.
C. 
A person is deemed to be maintaining a structure in an unsafe condition if he has failed or refused to correct defects therein after notice to do so, as provided in Chapter 100 of the Code of the Township of Pohatcong.
No person shall:
A. 
Fail or neglect to provide and use garbage cans with tight-fitting covers so that the garbage contained therein cannot be scattered about.
B. 
Upset any garbage or trash receptacle on any street or highway.
C. 
Trespass upon any public lands for the purpose of disposing of garbage or trash.
No person shall cause, suffer, maintain or allow any property owned or occupied by him or under his control to constitute a health nuisance. For purposes of this section, property constitutes a health nuisance if conditions exist thereon which provide a breeding ground for disease or pestilence or which permit the congregation of rodent or insect pests. Such conditions include, but are not limited to, the accumulation of stagnant water, junk, trash, garbage, debris, cars or car parts and malfunctioning septic systems.
