It shall be the duty of the custodians of the national flags of the borough to see that said flags are displayed at the Borough Hall and on the borough flagstaff, as follows:
A. 
At the peak on every legal holiday, and such other holidays and occasions as may be designated by the President of the United States or the Governor of the State of New Jersey, and on such special occasions as the Mayor, or Mayor and Council, may direct, except that on Memorial Day the national flag shall be displayed at half-mast until 12:00 noon and at that hour raised to the peak.
B. 
At half-mast on the receipt of official notice of the death of an officer holding a distinguished position in the national or state government, or of any official of the borough government, until sunset on the day of the funeral.
The national flag shall not be displayed at any other time, nor under any circumstances, before sunrise or after sunset.
Ordinance No. 4, entitled "An Ordinance Regulating the Display of the National Standard," be and the same is hereby repealed.
