There shall be a Department of Public Works,
the head of which shall be the Director of Public Works. The Chief
Engineer may be appointed to serve as Director without additional
compensation. The Department shall:
A. Be responsible for all matters relating to the construction,
management, maintenance and operation of the physical properties of
the City other than office supplies, furniture and equipment, and
such recreation maintenance functions as are assigned to the Division
of Parks and Recreation of the Department of Human Services.
B. Direct and supervise the preparation of plans and
specifications and the letting and performance of contracts for all
City public works or improvements.
C. Provide all engineering and mechanical services required
by any department, office or agency of the City government, except
as otherwise directed by the Mayor or Business Administrator.
Within the Division of Engineering and Operations
there shall be a Bureau of Engineering and Operations. Under the direction
and supervision of the Municipal Engineer, the Bureau shall:
A. Prepare or cause to be prepared plans, designs and
specifications for public works and improvements undertaken by the
City, either on force account or by public contract.
B. Provide and maintain surveys, maps, plans, specifications
and control records with respect to public works and facilities owned
or operated by the City.
C. Provide technical and engineering advice and assistance
to other city departments as needed.
D. Supervise the performance of contracts for public
works and certify the amounts due and payable thereunder; coordinate
with the Department of Inspections for the proper supervision of the
performance of contracts for public works and the issuance of permits
as well as the supervision and inspection of work performed on any
city street or sidewalk.
Within the Division of Engineering and Operations
there shall be a Bureau of Streets. Under the direction and supervision
of the Municipal Engineer, the Bureau shall:
A. Maintain and repair all City streets, bridges, culverts
and drains within the City.
B. Construct and reconstruct streets, roads, bridges,
culverts and drains; treat road surfaces and resurface streets and
roads according to such standards and schedules as directed or approved
by the Chief Engineer.
C. Maintain all city streets in a clean and safe condition,
free of obstructions and hazards, and remove snow and ice therefrom
as required.
D. Receive applications for and issue street opening
permits.
Within the Department of Public Works there
shall be a Division of Solid Waste Management. Under the direction
and supervision of the Director, the Division shall provide, operate
and maintain facilities for the collection and disposal of solid waste
and recyclable refuse at such times and in such manner as may be authorized
by ordinance.
Within the Department of Public Works there
shall be a Division of Automotive Maintenance. Under the supervision
and direction of the Director, the Division shall:
A. Control the care, use and disposition of motor vehicles
owned by the City, other than fire engines, and for this purpose the
Division shall:
(1) Operate or supervise the operation of a garage or
garages for the storage, servicing, repair and maintenance of city-owned
motor vehicles.
(2) Supervise any work done by contract for the storage,
repair, servicing and maintenance of city-owned motor vehicles or
equipment.
(3) Control the maintenance of motor vehicles owned by
the City by maintaining individual vehicle records of mileage, costs
of operation and maintenance, and replacement schedules.
B. Establish standards and procedures for the control,
use and care of all city-owned equipment, materials and supplies in
the custody of the Department.
Within the Division of Engineering and Operations
there shall be a Bureau of Traffic and Transportation. Under the direction
and supervision of the Municipal Engineer, and subject to the Charter
and Code, the Bureau shall:
A. Undertake studies of traffic conditions, including
but not limited to street traffic congestion, identify areas in need
of improvement, advise the Division of Planning on needs and problems
identified and recommend to the Director specific actions for street
improvements, regulations and other means to improve the flow of traffic
and the utilization of the City's streets.
B. Construct, install, repair and maintain traffic control
signals, excluding the police and fire signal and radio systems.
C. Install, repair and maintain street traffic signs,
lines and markers and check for streetlight outages.
D. Administer programs for the regulation of on-street
parking, including handicapped parking spaces as provided by state
law, and resident parking districts as provided by City ordinance.
