A. 
When a property within the City is protected by an automatic alarm system, a fire sprinkler system or has windows covered to the extent that quick access and visibility to the inside of the structure are blocked, the owners or managing agents shall install a key box approved by the Chief of the Fire Division and installed on the property in a location approved by the Chief. Residential properties under six units or properties protected by guard service on site, 24 hours, seven day a week shall be exempt from this requirement.

Upon examination of the physical condition and characteristics of any property and upon notice, in writing, to the assessed owner and principal occupant thereof, the Fire Chief may further require a key box to be installed in a specified location whenever access to or within a structure or an area is unduly difficult because of secured openings or where immediate access is necessary for life saving or fire-fighting purposes.
C. 
Cabinet style vaults shall be required when deemed necessary by the Fire Chief at premises containing hazardous materials. These cabinets shall then contain hazardous material information and MSDS Data Sheets, site plans, floor plans and other information, as required by the Fire Chief.
Owners or operators of controlled vehicle parking areas which use mechanical parking gates to control motor vehicle ingress or egress shall install and maintain an emergency override control device on each gate. Such device shall be a master-key-operated type switch approved by the Fire Chief.

Key boxes shall include two separate sets of keys. Each set shall contain the following, individually labeled keys:
(1) 
Keys to the locked points of egress, whether on the interior or exterior of such buildings.
(2) 
Keys to locked mechanical rooms.
(3) 
Keys to locked electrical rooms.
(4) 
Fire alarm control panel.
(5) 
Keys to other areas, as directed by the Fire Chief.
B. 
Pertinent building or emergency notification information may also be required to be contained in the key box, as determined by the Fire Chief.
This article shall not be deemed to vest exclusive jurisdiction in the Fire Division in the terms of its enforcement. Violations of this article may be enforced by other City officials, including the personnel of the Division of Inspection, Department of Housing and Economic Development and the uniformed members of the Police Division.
Any person aggrieved by any decision or requirement of the Fire Chief made pursuant to this article shall be entitled to a hearing before the Director of Public Safety, who shall thereafter issue a final decision.
