The administrative officer and enforcing authority
for the provisions of this chapter shall be the Chief Housing Inspector.
The provisions of this chapter shall constitute
the standards to guide the Housing Inspector in determining the fitness
of any dwelling, dwelling unit, rooming unit or premises for human
habitation, use or occupancy.
The Housing Inspector is hereby authorized and
empowered to promulgate such written rules and regulations as (s)he
may deem necessary for the proper administration and enforcement of
this chapter; provided, however, that such rules and regulations shall
not be in conflict with any of the provisions of this chapter, nor
in any way alter, amend or supersede any of the provisions thereof.
A. The Housing Inspector shall file a certified copy
of all rules and regulations which (s)he may promulgate in his/her
office and in the office of the City Clerk.
B. Such rules and regulations promulgated and filed by
the Housing Inspector pursuant to this section shall have the same
force and effect as the provisions of this chapter, and the penalty
for violation thereof shall be the same as the penalty for violation
of the provisions of this chapter as hereinafter provided.
The Director of Housing Inspections/Chief Housing
Inspector, Assistant Chief Housing Inspector and their designated
representatives, including Housing Inspectors and Housing Inspector
trainees, shall be charged with the responsibility for the enforcement
of the Housing Code and all other related ordinances of the City.
They shall be responsible for and authorized to issue and serve citations
and summonses for violations of the aforesaid ordinances, and to take
any other enforcement measures within the jurisdiction of the Municipal
Court. They shall be deemed to be law enforcement officers of the
City for the purpose of enforcing the Housing Code and related ordinances
of the City. All such persons shall be required to take an oath to
faithfully and impartially perform the duties of their offices.

The title of Urban Renewal Supervisor shall have the following
additional duties and powers:
A. Under direction, performs inspections for the purpose of eliminating
blight and restoring and/or eliminating subnormal housing accommodations
in the designated Landmarks Area.
B. Inspects buildings in the designated Landmarks Area, exterior only,
for health and safety violations and code compliance under the landmark
regulations.
C. Issues Housing Code summonses to property owners in the Landmarks
Area.
D. Reinspects properties after completion of repairs to ensure compliance
with the Housing Code and the landmarks regulations.
E. Coordinates departmental functions with other concerned City departments.
F. Presents testimony regarding inspection findings in courts of competent
jurisdiction.
