The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 240-40), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 240-41), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 240-42), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 240-43) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XV (§ 240-44) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVI (§ 240-45) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 240-46) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVIII (§ 240-47), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XIX (§ 240-48), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XX (§ 240-49), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXI (§ 240-50), attached to and made a part of this chapter, are hereby designated as bus stops.

No person shall park a vehicle between any roadway/curbline or part thereof and the sidewalk.

A. 
Authority to declare and terminate snow emergency. The Mayor of the Village of Scotia is hereby granted the authority to declare a snow emergency within the Village of Scotia upon all or any one or more streets, highways, roads, and parking lots, or any part thereof, named in such declaration and to declare the termination thereof. Such declaration shall be made when the Mayor, in his judgment, based upon existing weather and road conditions, determines the need for such emergency status.
B. 
Notice of emergency; when emergency effective. The declaration of an emergency as specified in Subsection A above shall be conveyed to the public by radio and television announcements and be posted in Village Hall and on the Village website, which shall constitute notice to the general public of such emergency. Such announcement shall state the date and time the snow emergency shall start and end. In lieu of such notice, the Mayor may cause temporary no parking signs to be posted on certain streets, highways, road or parking lot.
C. 
Parking unlawful during emergency. It shall be unlawful for an owner of a vehicle to park or to permit his vehicle to be parked on any street, highway, road, or parking lot, or any part thereof, named in the declaration of snow emergency during such snow emergency until the termination thereof pursuant to the provisions of this section.
D. 
Removal of vehicles. In addition to the penalty pursuant § 240-29 of this chapter, any vehicle parked or stalled during any snow emergency in violation of the provisions of this chapter or any rules and regulations promulgated hereto may be towed or caused to be removed under the direction of the Police Department pursuant to Article IV of Chapter 240.
