[HISTORY: Adopted by the Board of Trustees of the Village of Scotia 9-8-2004 by L.L. No. 9-2004; amended in its entirety 6-12-2013 by L.L. No. 5-2013. Subsequent amendments noted where applicable.]
The Village of Scotia has experienced significant problems with the discharge of snaps, party poppers, party string and stink bombs/spray during certain events that draw large numbers of spectators and participants. Used snaps and poppers litter parks and other municipal property and because of their minute pieces are impossible to completely clean up. Party string has been discharged upon the streets, sidewalks, adjoining properties and on persons and created a nuisance. Party string and stink bomb/spray containers litter the streets, sidewalks and parks and also stain and disfigure concrete and other objects when discharged. Both party string and stink bombs/spray have created an extremely offensive atmosphere for spectators and members of the public. These effects have been confirmed by members of the public, property owners, the Village Police Department and Department of Public Works. It is the intent of this law to protect the public health, safety and welfare.
