The Board of Trustees may, on its own motion
or on petition or on recommendation of the Planning Board or the Board
of Appeals supplement or repeal the regulations of this chapter or
amend this chapter as provided in Village Law. Every such proposed
amendment or change, however, shall first be referred to the Planning
Board for study, public hearing and recommendation.
In their interpretation and applications, the
provisions of this chapter shall be held to be the minimum requirements
adopted for the promotion of the public health, morals, safety or
the general welfare. Whenever the requirements of this chapter are
at variance with the requirements of any other lawfully adopted rules,
regulations or ordinance, the most restrictive, or that imposing the
highest standards, shall govern.

In the event that a site plan involves a need
for a variance or special use permit, an application for the site
plan shall be submitted to the Planning Board prior to submission
to other boards. The Planning Board shall convey any information or
documents which it deems appropriate to the applicable board, with
respect to the variance or special use permit requested, and the Planning
Board may convey any opinions or recommendations which it may have
with respect to the application. If the appropriate board grants the
variance or special use permit, the applicant may seek final approval
of the site plan.
