A. 
Any person desiring to locate or occupying an individual trailer, manufactured home, or mobile home outside of a manufactured home park in Page County must obtain a permit from the Page County Health Officer. After said permit has been issued by the County Health Officer, the owner or tenant desiring to locate said individual trailer, manufactured home, or mobile home in Page County shall take his permit to the office of the Building Official and there obtain the permit as herein required.
B. 
No permit shall be issued by the Health Department of this County to any person, as defined in this chapter, for the location of any trailer, manufactured home, or mobile home outside of any manufactured home park unless said trailer shall be located at least 50 feet from any public road, unless a greater distance is required by any zoning or subdivision ordinance of this County. Further, no such permit shall be issued unless said trailer, manufactured home or mobile home is provided with a satisfactory water supply, a septic tank and a drain field for sewage disposal as required by the State Health Department.
C. 
Electricity shall not be approved to the power company by the Building Official for a trailer, manufactured home or mobile home until an approved water and sewer system is installed and inspected by the Health Department.
D. 
It shall be unlawful for any person to park any trailer, manufactured home or mobile home on an individual lot not in a manufactured home park without a permit to do so and, upon conviction thereof, shall be punished as provided for in § 109-14 of this chapter.
E. 
No trailer, manufactured home or mobile home that was built to be used as a single-family home may be used for any purpose other than a single-family home.
Motor homes, travel trailers and recreational vehicles, as defined pursuant to this chapter, located on any lot or parcel of land shall display a current license and inspection verification as required by the Commonwealth of Virginia and the Division of Motor Vehicles of the Commonwealth of Virginia and shall be currently registered with the Division of Motor Vehicles of the Commonwealth of Virginia. Permits under this section shall not be required. Any such motor home, travel trailer or recreational vehicle shall not be permanently blocked or otherwise attached to the tract or parcel of land upon which it is located, and the motor home, travel trailer or recreational vehicle shall be self-contained for water supply and sewage disposal. No motor home, travel trailer or recreational vehicle shall be utilized as a single family home while located in Page County, unless such motor home, travel trailer or recreational vehicle is located in a campground pursuant to the provisions of Chapter 128 of the Page County Code.
