A. 
The Building Commissioner shall perform all duties incumbent on him under the provisions of Section 108 of the State Building Code; he shall enforce all the provisions of the state code and all other related state statutes, rules, regulations and all local ordinances, and act on any question relative to the mode or manner of construction and materials to be used in construction, reconstruction, repair, alteration, demolition, installation of equipment and the location, use and occupancy and maintenance of all buildings and structures, including any building owned by any authority established by the Legislature but not owned by the state.
B. 
Said Building Commissioner shall be the Zoning Enforcement Officer under Chapter 40A of the Massachusetts General Laws and shall enforce all related land use control ordinances, including the fence and sign ordinances.

The Mayor may employ an Assistant Building Commissioner, who shall assist in the performance of the duties of the Building Commissioner. At the time of appointment, the Assistant Building Commissioner shall be certified as a Building Commissioner or shall be certified and working as a local inspector for at least two years prior to appointment and become a certified Building Commissioner within 18 months of appointment, the requirements and qualifications of said certifications being governed by the Massachusetts Board of Building Regulations and Standards as provided by Section 3 of Chapter 143 of the Massachusetts General Laws.
B. 
The Mayor shall employ local inspectors, as necessary, to support the mission and duties of the Building Department. Local inspectors shall be under the direction of the Building Commissioner and the Assistant Building Commissioner. Local inspectors shall meet the requirements and qualifications of the Massachusetts Board of Building Regulations and Standards as provided by Section 3 of Chapter 143 of the Massachusetts General Laws.

The Building Commissioner ay employ, subject to the approval of the Mayor, such clerical assistants as are necessary to carry out the work and functions of the Building Department.

If the Mayor so desires he may appoint a Deputy Inspector to inspect any work or building in which the Building Commissioner has any pecuniary interest in furnishing labor, materials, plans or specifications.

The Mayor shall appoint a Plumbing Inspector, subject to confirmation of the City Council. Such Inspector shall take office upon confirmation of his appointment for a term of three years and shall receive such compensation as authorized by the Mayor and City Council.

B. 
It shall be the duty of the Plumbing Inspector to enforce the rules and regulations adopted by the Board under Chapter 737 of the Acts of 1960.
C. 
Such Plumbing Inspector shall also be designated as Inspector of Gas Piping and Gas Appliances.

There shall be an Assistant Plumbing Inspector and an Assistant Wiring Inspector, who shall perform the duties of the Plumbing Inspector and the Wiring Inspector, respectively, as needed, under the direction of the Building Commissioner. The positions of Assistant Plumbing Inspector and Assistant Wiring Inspector shall be compensated in accordance with the Salary Ordinance on a per inspection basis.
