A. 
The Mayor shall, subject to confirmation of the City Council, appoint a Comptroller-Treasurer for a term of three years to expire the day following his/her approval by the City Council. The Comptroller-Treasurer will be the Chief Financial Officer of the City and shall perform the duties of the Treasurer as set forth in the General Laws of the Commonwealth of Massachusetts, and the Code of the City of Marlborough and shall further comply with all other statutes, regulations and ordinances relative to his/her duties as Comptroller-Treasurer. Alternatively, the Mayor may, subject to confirmation of the City Council, appoint a Finance Director/Treasurer for a term of three years to expire the day following his/her approval by the City Council. The Finance Director/Treasurer shall be the director of all financial management operations and shall perform all duties of the Comptroller-Treasurer as delineated by the City Code.

B. 
The Comptroller-Treasurer shall have the additional duty to coordinate all financial policies of the City while working with all departments, without interfering with the statutory authority, duties and powers of each department. He/she shall oversee and have administrative oversight of the Municipal Finance Department, which shall include the offices of Collector and Assessors. He/she shall, subject to the approval of the Mayor, establish formal controls of expenditures and appropriations, and provide financial advice and long-range planning for all departments.
C. 
The Comptroller-Treasurer shall assist and make recommendations to the Mayor in the development and evaluation of the capital and operating budgets. He/she shall perform all duties which the Mayor and City Council shall direct.

A. 
The Mayor shall, subject to confirmation of the City Council, appoint for a two-year term to expire the day following his/her approval by the City Council the City Tax Collector. Such Tax Collector shall take office on the first Monday following his appointment. The Tax Collector shall perform all the duties required of him/her as set forth in the General Laws of the commonwealth, this Code and the ordinances of the City relating to the same. The first appointment only, made hereunder, shall take effect immediately upon confirmation by the City Council. Alternatively, the Mayor may, subject to confirmation of the City Council, appoint a City Collector/Assistant Finance Director for a term of two years to expire the day following his/her approval by the City Council. The City Collector/Assistant Finance Director shall assist in the oversight of financial management operations and shall perform all duties of the Tax Collector and City Collector as delineated by City Code.

B. 
The Collector shall have the responsibility of collecting, processing and accounting for all fines levied by or imposed by any department or agency of the City. The Collector shall maintain hours and separate accounts for each and every payment hereunder received. The Collector shall submit monthly reports on the same.

The Comptroller-Treasurer shall, under the direction of the Mayor, keep an accurate account of all receipts and payments on behalf of the City. He shall, annually in February, furnish to the City Council a statement of receipts and payments for the preceding fiscal year. He shall, on the first day of each month, furnish to the Auditor a statement of receipts and payments for the preceding month, naming the total amount of receipts and payments made, and shall deposit receipts at least once in each week.

The Tax Collector shall, under the direction of the Mayor, keep an accurate account of all collections on behalf of the City. He shall, annually in February, furnish to the City Council a statement of collections for the preceding fiscal year. He shall, on the first day of each month, furnish to the Auditor a statement of collections for the preceding month, naming the total amount of collections, and shall, at least once in each week, pay to the Comptroller-Treasurer all moneys collected.

The Tax Collector shall collect, under the title of City Collector, all accounts due the City as provided in MGL c. 41, § 38A.[1]

The Comptroller-Treasurer shall be the collector of rents and other sums payable to the City not otherwise specially provided for.

The Tax Collector shall collect all sums due to the City for water rates and sewer rentals and all other sums payable to the City on account of the waterworks.

At the end of each month, the Tax Collector shall furnish to the City Auditor statements of all fees, charges, costs and commissions allowed by law and received by him or by any Deputy Collector, sheriff, deputy sheriff or constable acting under authority of law by his appointment and shall certify that all moneys so received have been paid into the treasury.

The Committee on Finance may allow to the Tax Collector from time to time, upon satisfactory vouchers, such sums as will reimburse him for expenses necessarily incurred in the collection of personal taxes or assessments and other similar expenses.
