No person shall stand or park a vehicle in a
roadway other than parallel to the edge of the roadway, headed in
the direction of traffic, and with the curbside wheels of the vehicle
within 12 inches of the edge of the roadway, except as provided elsewhere
in this chapter.
The driver of a vehicle emerging from a private
driveway, automobile service station or building shall stop such vehicle
immediately prior to driving onto the sidewalk and, upon entering
the roadway, shall yield the right-of-way to all vehicles approaching
on said roadway.
The driver of any motor vehicle shall not drive
within any sidewalk area, except at a permanent or temporary driveway.
Any person riding, clinging, or therefor being
dragged upon any motorcycle, coaster, sled, skis, toboggan, roller
skates, skateboard, or any toy vehicle shall not attach the same or
him/herself to any moving vehicle upon any roadway.
No vehicle shall be driven over any unprotected
hose of the Fire Department when laid down on any street or private
driveway, to be used at any fire or alarm of fire, without the consent
of the Fire Department official in command.

A. No motor vehicle or towed unit may be parked on a public way or City-owned
or -controlled property unless that vehicle or towed unit is, if required
by Maine State Law, properly registered.
No motor vehicle or combination of vehicles/trailer in excess
of 20 feet in length shall remain parked in controlled or regulated
parking areas prohibited in Schedules 5, 6, and 7 for more than 20
minutes on any public way.
B. No commercial vehicle or commercial vehicle and towed unit(s) shall
be allowed to overnight park on any public way or City-owned or -controlled
property.
C. No motor vehicle or camper, trailer, other type of towed unit, or
combination thereof, parked on any public way or City-owned or -controlled
property, for a time period greater than four consecutive hours, shall
be used as a sleeping location for any person.
D. No campers,
trailers, or other towed unit of any type may be parked overnight
on any public way or City-owned or -controlled property without a
permit issued by the Police Department.
E. Definitions.
(1) "Overnight
parking" shall be defined as any four-hour or greater consecutive
time frame between the hours of 11:00 p.m. and 5:00 a.m. of the following
day.
(2) "Motor
vehicle" shall be defined as any self-propelled vehicle.
(3) “Towed
unit” shall be defined as anything which can be attached to
a motor vehicle and pulled.
(4) "Commercial
motor vehicle" shall be defined as a motor vehicle or combination
of motor vehicles used in commerce to transport passengers or property
if the motor vehicle:
(a) Has a gross combination weight rating of 26,001 or more pounds inclusive
of a towed unit or units with a gross weight rating of more than 10,000
pounds.
(c) Is of any size and is used in the transportation of any materials
that have been designated as hazardous under 49 USC § 5103
and require placarding under the Federal Hazardous Materials Transportation
Act and related regulations in 49 CFR Part 172, Subpart F or any quantity
of a material listed as a select agent or toxin in 42 CFR Part 73.
(d) Has a gross vehicle weight rating or gross vehicle weight of 26,001
or more pounds.
F. The Chief of Police or designee may allow exemptions to any prohibition listed in §
245-113.
No person shall operate a motor vehicle upon
any street or way, or in any other place, so as to make a loud, unusual,
unnecessary noise against the peace, quiet, or good order of the Town.
No person shall operate or cause to be operated
upon any public way a vehicle with a load unless such load is fastened,
secured, confined, or loaded to prevent any possibility, reasonable
to be anticipated, of any portion of said load falling to the ground.
The word "load" as used in this section shall include but shall not
be limited to paper, wood products, rubbish, refuse, ashes, garbage,
or other waste material.
Whoever unreasonably deposits or drops snow
or ice within the built-up sections of the Town of Sanford, except
upon the written authority of the municipal officers, shall be punished
by a fine of not more than $20.
