A length of service awards program (LOSAP) is
hereby created in accordance with Chapter 388 of the Laws of 1997,
being N.J.S.A. 40:14-183 et seq., to reward members of the volunteer
fire department for their loyal, diligent, and devoted services to
the residents of the Township of Cedar Grove.
The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer member that meets
the criteria set forth below; that such contributions shall be established
by the Mayor and Council of the Township of Cedar Grove pursuant to
P.L. 1997, c. 388; and that such plan shall be administered in accordance
with the laws of the State of New Jersey, the US Internal Revenue
Code, and this article.

The LOSAP shall provide for annual contributions to each eligible
member in accordance with the following credit system:
A. Credits
based upon years of service. An active volunteer member shall receive
credit for a qualifying year earned by such member. A "qualifying
year" shall be defined as a calendar year during which such member
has been awarded at least 100 points pursuant to the following point
system:
(1) Fire Department responses: 50 points maximum, 30 points minimum.
Points are credited based upon the following schedule of percent attendance
at the Fire Department responses to which volunteer firefighters have
been dispatched:

(2) Drills: 36 points maximum, 14 points minimum. Points are credited
for participation in Fire Department authorized fire company, mutual
aid and special drills:
(a)
Department drills: two points; and
(b)
Company drills: two points.
(3) Training: 30 points maximum. Points are credited for certified firematic
training courses upon receipt of certification of completion:
(a)
Authorized course where attendance required is less than 20
hours: 10 points;
(b)
Authorized course where attendance required is more than 20
hours, but less than 40 hours: 20 points; and
(c)
Authorized course where attendance is required for 40 or more
hours: 30 points.
(4) Holder of an elected or appointed firematic position: 50 points maximum.
Points are credited for completion of one-year term in position.

Department Chief: 50 points.
(b)
Deputy Chiefs: 40 points.
(d)
Dir. of Fire Prevention: 30 points.
(g)
Fire Prevention Inspector: 15 points.
(i)
Fire Service Instructor: 10 points.
(j)
Public Information Officer: 10 points.
(k)
NIFRS Reports Officer: 10 points.

LOSAP Coordinator: 10 points.

Respiratory Protection Off.: 10 points.

Operations/Tech Rescue Specialist: 10 points.

(5) Meetings: 36 points maximum, 14 points minimum. Points will be credited
for attendance at regular and special Department and Fire Company
meetings:
(a)
Department meetings: two points; and
(b)
Company meetings: two points.
(6) Administrative officials and appointees: 20 points maximum. Points
will be credited for completion of a one-year term in an elected or
appointed position. Five points each for the following positions:
(a)
Department or Company President;
(b)
Department or Company Vice President;
(c)
Department or Company Secretary;
(d)
Department or Company Treasurer;
(f)
Relief or Exempt Association President;
(g)
Relief or Exempt Association Secretary;
(h)
Relief or Exempt Association Treasurer;
(i)
Relief or Exempt Association Representative; and
(j)
Relief or Exempt Association Delegate.
(7) Committee activities: 20 points maximum. Points will be credited
for active participation in official Fire Department committees as
authorized by the Chief of the Department:
(a)
Committee Chair: four points; and
(b)
Committee Member: two points.

The maximum annual contribution for an active volunteer member
shall be $1,150 per year, with an annual adjustment due to changes
in the CPI beginning in January 2017 in accordance with the Director
of the Division of Local Government Services' annual calculation
published in a local finance notice and in the New Jersey Register.
The LOSAP shall authorize the crediting of prior
year service up to a maximum of 10 years.
The estimated total amount to be budgeted for
the program is $50,312.50 for the program's initiation year and $28,750
for the subsequent year.
This article shall not take effect unless it
is approved by the voters as a public question at the next general
election as provided by New Jersey State statute, and if approved shall become effective January 1, 2001.

Ambulance and Rescue Squad for their loyal, diligent, and devoted
services to the residents of the Township of Cedar Grove.
The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer member that meets
the criteria set forth below; that such contributions shall be established
by the Mayor and Council of the Township of Cedar Grove pursuant to

The LOSAP shall provide for annual contributions
to each eligible member in accordance with the following one-hundred-point
credit system. For purposes set forth herein, an eligible member shall
be defined as a member who earns 100 points in any year. Ambulance
and Rescue Squad Point System:
A. Ambulance and Rescue Squad responses: 60 points maximum.
Points are credited based on the following schedule of percent duty
time at the Ambulance and Rescue Squad to which volunteers have been
on duty for a twelve-hour shift. Shifts covered by other members are
not included.
70% to 79.9% duty time = 20 points
80% to 89.9% duty time = 40 points
90% and up of duty time = 60 points

B. Extra duty: 50 point maximum. One point is awarded
for each extra duty call answered. This includes second and third
calls; first calls that do not have preassigned duty crew.
C. Drills: 36 points maximum, 12 points minimum. Points
are credited for participation in Ambulance and Rescue Squad drills.
Two points per drill hour.
D. Training: 36 points maximum. Points are credited for
training courses. Proof of course and hours are required.
(1) Authorized training: 2 points per training hour.
(2) EMT initial training: 10 points.
E. Holder of an elected or appointed position: 25 points
maximum. Points are credited for completion of one-year term in an
elected or appointed position.
(3) Assistant Captain: 20 points.
(4) Vice President: 20 points.
(5) Rescue Lieutenant: 15 points.
(6) Ambulance Lieutenant: 15 points.
(7) Corresponding Secretary: 15 points.
(8) Recording Secretary: 15 points.
(10) Vehicle Officer: 5 points.
(11) Training Officer: 5 points.
(12) Supply Officer: 5 points.
(13) Instructors - EMT, CPR, CEVO First Aid or other credential:
2 points.
F. Membership meetings: 24 points maximum. Points will
be credited for attendance at regular and special meetings. Two points
per meeting.
G. Regular committee activities: 15 points maximum. Points
will be credited for active participation in official Ambulance and
Rescue Squad committees as authorized by the President. Committee
Chairman: three points.
