A. 
There shall be an Advisory Board of Recreation which shall serve in an advisory capacity in matters concerning the Recreation Department and its facilities and programs.
B. 
The Advisory Board of Recreation shall consist of 11 members, one of whom shall be a member of the Township Council, one a member of the Board of Education and nine citizens. The Director of Recreation shall serve as an ex officio member.

The members of the Board shall serve without compensation.

A. 
The one representative of the Township Council and the one representative of the Board of Education shall be appointed by and serve at the pleasure of the Township Council and the Board of Education, respectively.
B. 
The citizen members of the Advisory Board shall be appointed by the Council and shall serve for a period of three years, except that the respective terms of office of the originally appointed citizen members shall be as follows: three members shall serve for a term of three years; two members for a term of two years; and two members for a term of one year. The term of each citizen member shall begin on the first day of January, and each member shall continue in office until his successor shall be appointed and shall qualify.

In the event of the resignation of any citizen member or his death or inability to serve, or his absence from 50% or more of the regularly scheduled meetings of the Board in any twelve-month period, in which latter event removal shall automatically occur, the Township Council shall fill said vacancy for the remainder of the unexpired term.
A. 
The Advisory Board of Recreation shall elect a Chairman and Vice Chairman at its organizational meeting in January.
B. 
The Director of Recreation shall automatically assume the duties of Secretary to the Advisory Board and shall keep on file minutes of all the meetings and copies of official correspondence of the said Board.
The Advisory Board of Recreation shall hold regular monthly meetings at the same time and day of each month in the Township Municipal Building as set in its organizational meeting in January. Special meetings may be called by the Chairman on three days' notice to each member of the Board; or upon three days' notice to all members signed by at least two members of the Board. The Advisory Board may make and amend rules and regulations concerning the conduct of its meetings.
The Advisory Board may make recommendations:
A. 
To the Manager and the Director concerning or relating to the operation and administration of the Department of Recreation.
B. 
To the Council concerning or touching upon matters of policy affecting the Department of Recreation.
C. 
To the Board of Education concerning or relating to the use of facilities and the athletic equipment and plant of the school system.
