STATUTORY AUTHORITY

A. Pursuant to the Optional Municipal Charter Law, P.L.
1950, c. 210, Section 9-9 (N.J.S.A. 40:69A-89), there is hereby created the
Advisory Shade Tree Committee.
B. The function of the Advisory Shade Tree Committee shall
be to render advice to the Township Council and the Township Manager concerning
the regulation, planting, care and control of shade and ornamental trees and
shrubbery upon and in the streets, highways, public places, parks and parkways
within the jurisdiction of the Township.
C. The members of the Advisory Shade Tree Committee shall
serve without compensation.
The Advisory Shade Tree Committee shall consist of:
A. Three members appointed by the Township Council, who
shall be residents of the Township. Such members shall be commonly known and
referred to as the "citizen members of the Committee."
B. One nonvoting member designated by the Township Manager
from among the Township staff and confirmed by resolution of the Council.
Such member shall be commonly known and referred to as the "staff member of
the Committee."
A. The terms of the initially appointed three citizen members
shall commence upon the day of their appointment and shall be and continue
for the periods of one, two and three years respectively, beginning on January
1 next succeeding such appointment. All subsequent appointments of citizen
members shall be for the full term of three years, to take effect on January
1.
B. The staff member of the Committee shall serve at the
pleasure of the Township Manager.
C. Vacancies resulting from the unexpired term shall be
filled for the unexpired term only.
A. The Committee shall elect a Chairman and Secretary from
among its members. The staff member of the Committee shall be eligible for
election to the position of Secretary, but not to the position of Chairman.
B. The Committee shall determine its own rules of internal
procedure and shall keep a record of its proceedings.
C. The Committee shall meet at least four times in each
year and shall also meet at such time as may be requested by the Township
Council or Township Manager.
D. The staff member of the Committee shall not be entitled
to a vote at any meetings of the Committee.
