The Governing body of the Township of Cedar Grove hereby finds that
it should establish a Youth Advisory Committee in order to address requests
by Cedar Grove teens for organized supervised drug- and alcohol-free activities
within the Township of Cedar Grove and in order to provide a continuity of
activities and programs from year-to-year and to offer programs during the
summer, as well as to provide an adult base of support and guidance for teen
activities throughout the Township.
A.
There shall be a Cedar Grove Youth Advisory Committee.
B.
The membership of the Youth Advisory Committee shall
include four adult advisers, 11 youths representing a cross-section of the
high school-aged population in the Township, and one liaison member each from
the Township Council and the Board of Education.
A.
The one representative of the governing body and the
one representative of the Board of Education shall be appointed by and serve
at the pleasure of the Township Council and Board of Education, respectively.
B.
The balance of the members of the Committee shall be
appointed by the Township Council and shall serve for two years, except that
the respective terms of office of the originally appointed members shall be
as follows:
C.
The term of each member, except for the initial term,
shall begin on the first day of January, and each member shall continue in
office until his successor shall be appointed.
A.
The Youth Advisory Committee shall select a Chairperson,
Vice Chairperson, Treasurer and Secretary from among its members.
B.
The officers shall serve for one year. Bylaws shall be
adopted by the Youth Advisory Committee.
C.
Regular meetings shall be held with a calendar of meetings
established in advance.
D.
The Secretary shall keep minutes of all meetings of the
Committee, which minutes and copies of official correspondence of the Committee
shall be kept on file in the office of the Township Clerk.
E.
Standing and ad hoc committees may be established as
needed.
In the event of the resignation of any member appointed pursuant to § 75-3B above, or his death or inability to serve, or his absence from 50% or more of the regularly scheduled meetings of the Committee in any twelve-month period, in which latter event removal shall automatically occur, the Township Council shall fill said vacancy for the remainder of the unexpired term.
The functions of the Youth Advisory Committee shall include, but not
be limited to:
A.
Holding monthly meetings to assess the needs of the youth
of the Township;
B.
Planning, implementing and evaluating supervised, organized
drug- and alcohol-free activities and programs to meet the needs of the youth
of the Township;
C.
Involving a cross-section of the high school-aged youth
from the entire Township population in the planning and implementation of
the activities of the Youth Advisory Committee;
D.
Promoting positive interaction between students and all
segments of the Township through social service activities;
E.
Providing a clearinghouse for ideas, inspiration and
action to all segments of the Township's population in an effort to harness
and utilize the energy, enthusiasm, and talents of our teens as positive contributors
to the Township;
F.
Reporting to the Township Council on a quarterly basis
as to the activities and programs of the Youth Advisory Committee.
