No person shall engage in, participate in, aid, form or start any parade
unless a parade permit shall have first been issued by the Township Clerk

The Chief of Police shall approve the issuance by the Township Clerk

property, provoke disorderly conduct or create a disturbance.
B. The parade is not to be held for the sole purpose of
advertising any commercial products, goods or events and is not designed to
be held purely for private profit.
Within five days after the filing of an application for a parade permit,
the Chief of Police shall act upon the application by approving or denying
the issuance of a permit. Upon approval of the application, the Township Clerk
shall issue the permit. If the application is not approved, the Chief of Police
shall forthwith notify the applicant and provide him with the reasons for
denial.
Any person aggrieved by the denial by the Chief of Police of a parade
permit shall have the right to appeal such action to the Council within five
days after notice of the denial. The Council shall act on the appeal within
five days after receipt of the notice of appeal. If the Council approves the
issuance of the parade permit, the Township Clerk shall issue the permit.
Each permit issued under this chapter shall state the following information:
A. Starting and finishing time.
B. The portions of the streets to be traversed and occupied
