Basements, cellars and crawl spaces shall be free of moisture resulting from liquid penetration. be provided with ventilation to prevent accumulations of moisture, have a permanent surface that is water-resistant and be kept broom-clean.

Surface maintenance. All floors, walls, ceilings and other surfaces shall be free from cracks, breaks, split or splintering boards or woodwork, loose plaster, flaking or peeling paint or other materials.

Common areas. Floors, walls and ceilings shall be kept clean and free from visible foreign matter and be sanitary and well maintained at all times. Where necessary to accomplish the following, the surfaces shall be kept painted, papered or covered with sealing materials or other protective coating. These common areas are to be maintained to prevent deterioration and shall be painted, whitewashed, covered or treated once every five years.

Dwelling spaces. Interior walls, ceilings and other exposed surfaces on the interior of units of dwelling space shall be kept smooth, clean, free of flaking, loose or peeling paint, plaster or paper. Where necessary to accomplish the foregoing or any part thereof, such wall shall be painted, papered, plastered or otherwise provided with a protective coating by the owner or operator, and the walls and ceilings shall be refinished or recovered, as the case may be, on a three-year cycle unless the condition thereof requires more frequent treatment.
C.
Duty of owner to eliminate infestation. Every owner shall be responsible for the eradication of insects, rats or other pests when the infestation exists in two or more units of dwelling space or in common areas.
