Pursuant to, and in accordance with, the provisions of § 204 of the Civil Service Law and the Rules and Regulations promulgated pursuant to Article 14 of the Civil Service Law, the Town of Maine hereby recognizes the Civil Service Employees Association, Inc., Local 1000, AFSCME/AFL-CIO (hereinafter referred to as the "Association") as the bargaining representative of all full-time employees of the Town of Maine Department of Highways, Parks, Buildings and Grounds (hereinafter referred to as the "negotiating unit") for the purpose of negotiating collectively in the determination of, and administration of grievances arising under the terms and conditions of employment of the employees in the negotiating unit, and for the purpose of negotiating written agreements with the Association in determining such terms and conditions of employment.
A. 
The negotiating unit shall include all full-time employees of the Town of Maine Department of Highways, Parks, Buildings, and Grounds.
B. 
The following officers and employees of the Town of Maine shall be deemed to be excluded from the negotiating unit:
(1) 
All elected officials of the Town;
(2) 
The Deputy Highway Superintendent (Deputy Commissioner of Highways, Parks, Buildings and Grounds);
(3) 
Building and Code Inspector;
(4) 
Deputy Town Clerk; and
(5) 
All other managerial or confidential employees of the Town.
