The Board of Trustees hereby finds and determines that it is necessary and desirable that the current official year and the terms of the first and incumbent Trustees and Mayor of this Village, elected on April 22, 1963, be changed so as to end and expire at 12:00 noon on the first Monday in July following the annual elections in June 1964 and June 1965.

The current official year shall expire at 12:00 noon on the first Monday in July as provided by Chapter 37, Elections, of this Code. The official year of this Village henceforth shall begin at 12:00 noon on the first Monday in the month following the annual election in July.[1]

This article shall become effective and shall be operative if approved at a mandatory referendum by the affirmative vote of a majority of the qualified electors of the Village.
