A Police Department is hereby established in
and for the Township of Caln. The Chief of Police shall be the chief
executive of the Police Department. He shall be in charge of the Township
police force and shall have supervision over its members in the exercise
of their powers, duties and authority, but shall report directly to
the Township Manager as the chief administrative and executive officer
of the Township, and shall be subject to the ultimate authority of
the Board of Commissioners.
Subordinate to the Chief of Police in the Police
Department, the following classifications are hereby established:
Lieutenant, Detective, Sergeant and patrolman, or those of such classification
to which the Board of Commissioners shall at any specific time have
appointed one or more police officers. The priority of authority among
such subordinate classifications shall be in the order listed. The
number of persons to serve in each of such subordinate classifications,
on a full-time and/or part-time basis, and the compensation of each,
shall be as determined by the Board of Commissioners from time to
time by resolution.
Nothing herein contained shall affect the authority
of the Board of Commissioners to appoint special policemen during
emergencies.

Each police officer employed by Caln Township
shall follow the guidelines established in Pennsylvania Rule of Criminal
Procedure No. 441, as the same may be from time to time amended, modified
and supplemented, and any hereafter promulgated Police Department
procedures, if any, in making arrests without warrant upon probable
cause as authorized by 42 Pa.C.S.A. § 8902(a).

The position of Police Chaplain for the Caln Township Police
Department is hereby created. The position will be a volunteer position.
The position of Chaplain shall be under and subject to the control
of the Chief of Police. The Chief of Police will also have the authority
to appoint a person to serve as Senior Police Chaplain.
Any person appointed as Chaplain shall be an ordained/licensed/certified
clergyperson in good standing in the religious body from which he/she
is selected. The Chaplain shall have basic training and shall be a
certified Police Chaplain.
The duties of Police Chaplain shall include, but not be limited
to, assisting the Caln Township Police Department ("CTPD") in death
notifications, counseling members of the CTPD and any other duties
that may be assigned by the Chief of Police.
Any person appointed as Chaplain shall serve in that capacity
without rank or salary.
A person appointed as Chaplain shall serve for a period of one
year from date of appointment and shall continue to serve in that
capacity until he/she is either terminated or resigns with the recommendation
of the Chief of Police.
The Chief of Police may appoint persons that he/she believes
meet the qualifications of the CTPD with reference to Chaplains, if
any. All applicants for the position of Chaplain shall be reviewed
by the Chief of Police and Senior Police Chaplain to determine his/her
qualifications to serve in such a capacity. The Chief of Police shall
appoint Chaplains in accordance with this article with the advice
and consent of the Township Commissioners .
