The provisions of this chapter apply to all principal buildings within Thornbury Township and each tract, lot or parcel of land.
As used in this chapter, the following terms shall have the meanings indicated:
ACCESSORY BUILDING
A subordinate building, the use of which is customarily incidental to that of the principal building and is used for an accessory use and is located on the same lot.
PRINCIPAL BUILDING
Any building or structure erected on a tract, lot or parcel of land on which any use is carried out, except an accessory building.
A. 
Street address numbers shall be assigned to each tract, lot or parcel of land, and suite numbers shall be assigned to each condominium, apartment, office, store or similar real property where such individual designation is warranted. These numbers shall be placed on file in the township office and assigned to the owners or occupants of such property by the Township Secretary or by such other person as may be designated by resolution of the Board of Supervisors. Then such property shall thereafter be designated for all purposes by the number assigned and, thereafter, all persons shall take due notice thereof and comply with the provisions of this chapter, when applicable.
B. 
The Township Secretary, or such other person as may be designated, shall have the power and duty of correcting any errors with respect to assignment of street address or suite numbers, as and when such errors are discovered. The Board of Supervisors shall have the right and power to change a street address or suite number or numbers assigned to any property whenever it may deem such a change necessary and desirable and to require the owner or occupant thereof to comply with the provisions of this chapter with respect to such change.
The owner or occupant of each property to which no street address or suite number has previously been assigned shall, upon purchase, acquisition or occupancy thereof, or within seven days of discovery that no such number has been assigned, make application to the Township Secretary or a designated agent for assignment of such number and, thereupon, the Township Secretary shall assign a correct street address or suite number to the property.
The Township Secretary shall be responsible for assigning proper street address and suite number sequences to each individual property which is created as the result of a subdivision or resubdivision. Said number shall be in proper numerical sequence in relation to the numbers assigned to other properties fronting on the same street and shall be properly recorded on the subdivision plan and the township file.
In order to comply with this chapter, every owner or occupant of a tract, lot or parcel of land on which there is located a principal building shall display street address numbers which shall be Arabic in design, shall have a minimum height of three inches and shall be attached in a secure fashion to the principal building's front wall or to a porch or other fixed appurtenance in front of the principal building in the general vicinity of the main entryway or main path of travel which leads to the main entrance from a public street or attached separately in an approved manner upon a post or mailbox in the front yard of the premises. Suite numbers shall be similarly designed and attached to the principal door leading into that individual unit. All exterior numbers shall be sufficiently legible as to contrasting background, arrangement, spacing, size and uniformity of integers so that the numbers may be read with ease during daylight hours by a person possessing normal vision if that person views the numbers from the center line of the facing street.

The numbers must be displayed so that they are visible from both directions of approach, which may require numbering for both sides of the mailbox or numbering displayed on a post facing the street.
B. 
The numbers shall be so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the center of the street to any appreciable degree.
A. 
The absence of displayed numbers or the insecure fastening or absence of any integers thereof or the use of any street address or suite number not assigned by the Township Secretary or the failure of a number to meet the visibility requirements or the presence of any number other than the assigned number even if the assigned number is also present, shall be a violation of this chapter. Upon discovery of such violation, a notice of violation shall be sent by certified mail to the property owner or occupant or shall be served personally on the property owner or occupant or that person's agent or shall be posted in a prominent place upon the property by the Township Secretary, a designated agent or the Township Code Enforcement Officer. Such notice shall specify the specific provision of the chapter violated and shall require compliance with the provisions of this chapter within 15 days from the date of service or posting of the notice of violation.
B. 
Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding brought before a District Justice under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000 plus costs of prosecution. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense.[1]
