A. 
There is hereby imposed upon each property abutting upon highways, streets, roads and alleys in Thornbury Township within 780 feet of any fire hydrant and benefiting thereby an annual assessment of $60.
B. 
Farmland shall not be assessed, but vacant lots between built-up sections, tilled or untilled, are subject to the assessment.
A. 
The fire hydrant assessment shall be paid annually, and billing shall be dated March 1 each year. All bills shall be payable on the date received and due within 60 days.
B. 
Such assessments shall be collected in the same manner as taxes and shall be paid over to the Township Treasurer, who shall receive all payments and keep the same in a separate account.
A. 
Bills not paid within 60 days after the date they are mailed are subject to a ten-percent penalty.
B. 
Delinquent bills shall be turned over to the Township Solicitor, who shall collect the same, together with the 5% as attorney's commission and interest from the date such assessment was due by a municipal claim filed against the property of the delinquent owner in like manner as municipal claims are by law filed and collected.
