There is hereby created a County Youth Commission, to consist of members appointed by the County Executive and confirmed by the County Council in accordance with this Article and the Charter.

The Youth Commission shall consist of the following members:
A. 
The Sheriff of Harford County or the Sheriff's designee;
B. 
A representative from the Harford County Board of Education;
C. 
A representative from the Harford County Department of Community Services Office of Drug Control Policy;
D. 
A representative from the Harford County Local Management Board;
E. 
A maximum of 12 members who represent organizations that provide youth services and programs oriented to Harford County's youth;
F. 
A minimum of 6 representatives who are current County students, 1 from each of the Council Districts if possible; and
G. 
One citizen representative.

A. 
Members shall be appointed by the County Executive and confirmed by the County Council in accordance with the Charter of Harford County.
B. 
Members of the Youth Commission shall be appointed for terms coterminous with the term of the County Executive. Any member whose term is expiring may be reappointed to another term.
C. 
Vacancies shall be filled for the unexpired term of the original appointee in the manner of original appointment.
D. 
Each member shall serve until his/her successor is appointed and qualified.
E. 
A member of the Youth Commission may be removed only for cause by the County Executive, subject to approval by the Council.
F. 
Any member missing 3 consecutive meetings shall be deemed to have terminated his/her membership on the Board unless the Board, by majority vote, shall excuse one or more of the absences.
G. 
The County Executive shall designate a non-student member of the Youth Commission as Chairperson.
The members of the Youth Commission shall receive no compensation for their services, but they may be reimbursed by the County for reasonable and necessary expenses incurred in the discharge of their duties.

A. 
The County Executive shall designate a Chairperson of the Youth Commission, who shall serve a term of 2 years.
B. 
The Youth Commission shall meet once a month, or on the call of the Chairperson, in a place to be furnished by the County.
C. 
The Chairperson shall provide the dates, times and locations of the meetings to the County, and the County shall publish that information on the County's website.
The Youth Commission shall adopt, subject to the terms of this Article, such rules and regulations as may be necessary for the proper operation of the Commission.

A. 
The purposes of the Youth Commission are:
(1) 
To stimulate the full development of the present County youth organizations, programs and facilities;
(2) 
To promote local coordination and cooperation of all youth services agencies;
(3) 
To identify the needs of our youth and present them with opportunities and alternatives which may have a significant positive impact on their lives daily and in the future;
(4) 
To design programs and activities through community organizations, local schools and County government that encourage parents and families to engage in the lives of their youth on a daily basis; and
(5) 
To advise local and County officials and the County Executive as to matters relating to youth.
B. 
The Youth Commission is to be primarily concerned with:
(1) 
The examination of the broad spectrum of services, programs and facilities of the County government as to youth needs;
(2) 
The recommendation of procedures, programs, plans and legislation to improve the County government;
(3) 
Remedying identifiable problems;
(4) 
Rendering more efficient and economical services; and
(5) 
Meeting previously unmet needs of the youth citizenry.

The duties of the Youth Commission shall be:
A. 
To assume the leadership in studying the services available to and the needs of the youth in the County in order to create a healthier atmosphere or environment for the youth of the County;
B. 
To carry out a program of public information for the benefit of youth through the various media;
C. 
To stimulate the full development of present youth facilities and to promote local coordination and cooperation of youth services;
D. 
To cooperate with any federal, state or local agency, board or commission and any interested private or civic organization on behalf of the County's youth; and
E. 
To apply for and accept grants from the state, county or federal government, or outside agencies, foundations or any other entity allowed by law, with the approval of the County Executive and the County Council.

A. 
The Youth Commission shall keep a record of its transactions, findings, determinations and decisions, and it shall keep minutes of its proceedings.
B. 
The Youth Commission shall prepare an annual report of its findings and suggestions for the benefit of the County Executive and the County Council, the citizens of the County and the County delegation to the General Assembly.
The County Executive shall approve all expenditures prior to their being incurred by the Youth Commission.
