A. 
There shall be an Economic Development Advisory Board.
B. 
The Board shall consist of 28 members, who shall be appointed by the County Executive and confirmed by the County Council in accordance with the Charter of Harford County. Board membership shall be, insofar as possible, representative of the County's population with respect to race, gender, geography, and political affiliation. Members shall be selected because of their known experience and interest in the economic development of Harford County. There shall be on the Board members representing each of the following industries:

(1) 
Retail/service: 6 members;
(2) 
Applied technology (manufacturing, defense, international trade): 7 members;
(3) 
Land use (agriculture, residential development, business development): 5 members;
(4) 
Public services (the Superintendent of Harford County schools, the President of Harford Community College, the Director of the Harford County Library, public safety): 5 members;
(5) 
Business, workforce development and tourism (Tourism Advisory Board, federal workforce development. Susquehanna Workforce Network, Harford County Chambers of Commerce): 5 members; and
(6) 
Non-voting liaison representatives from City of Aberdeen, Town of Bel Air, City of Havre De Grace, County Treasurer, U.S. Army Aberdeen proving ground, Harford County Association of Realtors, state delegation, County Council.
A. 
The members of the Board shall serve at the pleasure of the County Executive.
B. 
The County Executive shall select from the membership a Chair and a Vice-Chair, each to serve a term of one (1) year and who may be eligible for reappointment.
C. 
Upon the death, disability, resignation or removal of any member of the Board, the County Executive shall appoint a person representing the same categoric interest to serve for the unexpired term.
The Board shall meet regularly and may hold special meetings at the call of the Chair or of any three (3) members of the Board. The Board shall adopt rules and regulations as it may deem necessary to govern its procedure and business. Eight (8) members shall constitute a quorum. Any member missing three (3) consecutive meetings in any one (1) calendar year may be asked to resign.
The Advisory Board shall:
A. 
Review the budget of the Office of Economic Development on an annual basis and make recommendations to the Director of the Office of Economic Development.
B. 
Develop annually goals and objectives for the Advisory Board that shall support and complement the County's overall goals and objectives for economic development. These goals and objectives shall be approved by the County Executive and presented to the County Council for endorsement and shall be filed with the Office of Economic Development and made available to the public.
C. 
Support and encourage the location of new industrial enterprises in the County and the expansion of present enterprises.
D. 
Support and encourage the development of recreational areas and tourist business in the County.
E. 
Work with the County Executive and the County Council of Harford County in order to improve the potential of economic development of Harford County.
F. 
Review legislation and policy decisions in order to identify the impact they have on economic development in Harford County.
G. 
Participate in an annual review of a strategic plan for economic development in conjunction with the Office of Economic Development, and Departments of Planning and Zoning, Public Works, Parks and Recreation, and other related departments to economic development.
H. 
Maintain a permanent liaison with Aberdeen Proving Ground (APG) with the objective of providing economic opportunities relating to APG activities.
