Whenever the Mayor or, in the event of the Mayor's
inability to act, the Emergency Management Director determines that
an emergency exists or will exist as a result of mob action, riots,
disturbances or other civil disobedience, which may cause or is causing
danger or injury to or damage to persons or property, the Mayor or,
in his absence, the Emergency Management Director shall have power
to impose, by proclamation, regulations necessary to preserve the
peace and order of the Township.
The proclamation of emergency provided herein
shall become effective upon its issuance and dissemination to the
public.
Any emergency and the rules and regulations
proclaimed thereunder shall remain in full force and effect until
amended or terminated by proclamation.
These powers shall be in addition to and supplemental
with the authority given to the Municipal Emergency Management Coordinator
under N.J.S.A. App. A:9-40.5.
