There shall be a Clerk of the Borough of East Rutherford,
appointed by the Mayor and Council, who shall be a resident of the
borough and who shall be appointed for a term of three years.
In accordance with N.J.S.A. 40A:9-134, any person
holding the office of Borough Clerk continuously for five years from
the date of his original appointment shall have tenure in such office
and shall not be removed except for good cause shown after a fair
and impartial hearing.
Perform all of the functions required of municipal
clerks by the General Elections Law of the State of New Jersey and
any other applicable law or borough ordinance and receive the fees
prescribed therefor for the use of the borough.
Issue all licenses required by law or ordinance and
faithfully make all reports required by law or ordinance to the Borough
Council and account monthly for all fees received by him.
Bills, claims and demands against the borough, when
duly authorized and approved by the Mayor and Council, shall be paid
upon the audit, warrant and approval of the Borough Clerk, and disbursements
shall be made by a combination warrant bank check or draft, individually
signed by the Treasurer and countersigned by the Mayor and the Borough
Clerk.
Prepare for each regular meeting of the Borough Council
a list of all bills, claims and vouchers which have been paid through
the close of business 24 hours preceding the meeting and since the
last preceding list was compiled. Such list shall be prepared in sufficient
copies for each member of the Borough Council, and at least one copy
shall be filed with the Borough Clerk in his or her office as a public
record open to examination.
