A. 
It shall be unlawful for any person under the age of 18 years to assist, aid, abet, allow, permit, suffer or encourage a student to register or enroll in the East Rutherford School District or Carlstadt-East Rutherford School District where the student is ineligible to attend.
B. 
It shall be unlawful for any person over the age of 18 years to knowingly permit his or her name, address, or other resident-designating documentation to be utilized in the registration or enrollment of any nonresident student in the East Rutherford School District or Carlstadt-East Rutherford School District.
As used in this article, the following terms shall have the meanings indicated:
NONRESIDENT
Any student who does not live within the boundaries of the Borough of East Rutherford, or any student who resides in an illegal housing unit not registered with the municipality as a dwelling unit.
A. 
Any person violating or failing to comply with the provisions of this article shall, upon conviction thereof, be sentenced to make restitution to the East Rutherford Board of Education or Carlstadt-East Rutherford Regional Board of Education, whichever is applicable, and pay a fine not to exceed $1,000. In determining the amount of restitution, the court shall include the amounts incurred by the respective school district, including but not limited to tuition costs, investigation expenses and attorney's fees.
B. 
Any restitution ordered by the East Rutherford Municipal Court shall be converted into a lien against the property of the offending party.
