As used in this chapter, the following terms shall have the meanings indicated:
PARKING
The standing or waiting on a street or highway of a vehicle not actually engaged in receiving or discharging passengers, or loading or unloading of merchandise, unless in obedience to other traffic regulations or traffic signs or signals.
VEHICLE
Every device in, upon or by which a person or property is or may be transported on the street or highway.

A. 
Moving violations. Unless otherwise provided by law, any person who shall violate any provisions of the ordinances of the Borough of East Rutherford governing traffic regulation and movement within the Borough of East Rutherford, which violation is not a parking violation shall be subject to a penalty of $100 for each such violation.
B. 
Parking violations.

(1) 
Any person who shall violate § 285-51 or 285-52 of this code shall be subject to a penalty of $200 for each such violation. Each day in which such violation occurs shall be deemed a separate violation.
(2) 
Unless otherwise provided by law or by Subsection B(1) above, any person who shall violate any ordinance regulating parking within the Borough of East Rutherford shall be subject to a penalty of $25 for each such violation.
Any vehicle parked contrary to the terms of this chapter may be ordered towed to a public garage by any member of the Police Department of the Borough of East Rutherford and the owner or driver of such vehicle, before such vehicle shall be returned to him, shall, in addition to herein provided, pay the reasonable cost of such towing and garage storage.
