The administrative functions, powers and duties
of the Township Committee shall be allocated among the following departments:
A. Department of Administration.
B. Department of Development and Housing.
C. Department of Public Safety.
D. Department of Public Works.
E. Department of Revenue and Finance.
At the annual meeting, the Committee shall designate
by majority vote one Committee person to be Director of each department.
At such meeting the Township Committee shall examine the various departments
and divisions within departments and shall by resolution make such
reallocation of divisions within departments as the Township Committee
deems desirable. Once such reallocation has been duly made by resolution,
the divisions so allocated shall be deemed to fall within departments
they have been so allocated, notwithstanding any other provision of
this Code.
The Township Committee shall determine the powers
and duties to be performed by each department and shall assign each
department the powers and duties which it deems appropriate. The Committee
shall prescribe the powers and duties of all officers and employees
and may assign particular officers and employees to one or more departments
and may require any officer or employee to perform duties in two or
more departments if the work required in each department is similar
in character. Notwithstanding the specific assignments of officers
and employees to particular departments, a department director may
request that an officer or employee perform services within that director's
department as necessary. The Committee may make such rules and regulations
as are necessary and proper for the efficient and economical conduct
of the business of the Township.
