Each member of the Township Committee in their
role as Director of their respective departments shall submit to the
full Township Committee by October 15 of each year their department's
request for appropriations for the ensuing budget year. The Township
Committee shall conduct public workshops during the month of November
of each year on the various requests.
As a result of the request for appropriations
and workshop hearings, the Director of the Department of Revenue and
Finance shall coordinate the request with the assistance of the Township
Auditor and present to the Township Committee a proposed budget on
or before January 15 of each year. The Township Committee may reduce
or increase any item or items in the proposed budget by majority vote.
The budget document shall be prepared in such form as is required
by law for municipal budgets and shall, in addition, have appended
thereto a detailed analysis of the various items of expenditure and
revenue in accordance with N.J.S.A. 40A:4-1 et seq.
The Chief Financial Officer shall supervise
the administration of each annual budget. In consultation with the
Director of each department, the Chief Financial Officer shall establish
quarterly or other periodic allotment of appropriations as deemed
appropriate. Each department shall plan and administer its expenditures
in accordance with such allotments and so as to forestall, as far
as possible, the making of commitment and expenditures in excess of
the revenues to be realized.
On an annual basis, the Township Committee shall
pass a Salary Ordinance which will establish the annual salary for
each employee of the Township. Unless otherwise provided herein, all
officers and employees shall be paid in accordance with such Annual
Salary Ordinance.
