For purposes of this article, a "public park" is any area owned by Mullica Township, including municipal parks, open spaces, recreation facilities and historic areas to which the general public has access and a right to resort for entertainment, recreation or other lawful purpose.

The hours of operation of public parks varies by location and season. The hours that the site is open shall be posted at each entrance to the property. Use of a public park by the public is limited to the hours posted. Except for unusual and unforeseen emergencies, parks and recreation areas shall be open to the public during said designated hours. The opening and closing hours for each individual park and recreation facility shall be posted and shall be as determined by the Township Committee from time to time in its sole discretion. The Township specifically reserves the right to close any park or public facility or any section or part thereof, at any time and for any length of time, either on a temporary basis or at regularly stated intervals whenever the Township finds the same necessary for any reason.
No person shall possess, dispense, consume, sell or use any alcoholic beverage in any public park except as permitted by a license lawfully issued by the Township of Mullica and the New Jersey Division of Alcoholic Beverage Control.

A. 
The fields will be used for practices, intramural games and all-star tournaments.
B. 
Any equipment needed to be installed temporarily on a field, playground or court must be removed after use. No permanent installation of equipment may be installed without permission from the Township Recreation Association.
C. 
All practices and games will be conducted under the supervision of certified coaches.

A. 
No person in public park and/or recreation facility located within the Township of Mullica shall do any of the following, unless specifically authorized by the Township of Mullica or the Mullica Township Recreation Association or during the conduct of employment with the Township which has specifically been authorized by the Township:
(1) 
Willfully mark, deface, disfigure, injure, tamper with, displace or remove any buildings, bridges, tables, benches, fireplaces, railings, paving, paving materials, waterlines, water fountains, fields, sporting equipment, public utilities, signs, monuments, stakes, or any other structures, equipment, or facilities located at, in or on a public park or recreation facility in the Township of Mullica. However, if any such activity amounts to a violation of N.J.S.A. 2C:17-3, Criminal Mischief, any person so violating said statute shall be charged with so violating said statute and shall be charged with a violation of the same and shall not be charged with a violation this article.
(2) 
Damage, cut, carve, transplant or remove any tree or part thereof or injure the bark or pick flowers or seeds of any tree or plant, or dig, mark or otherwise disturb grass areas.
(3) 
Tie or hitch an animal to any tree, plant, post or other such item.
(4) 
Hunt, molest, harm, frighten, kill, trap, pursue, chase, tease, shoot, or throw missiles at any animal, wildlife, reptile or bird, nor shall any person remove or have in his/her possession the young of any wild animal or the eggs or nestlings of any reptile or bird.
(5) 
Throw, discharge, or otherwise place or caused to be placed in the waters of any fountain, pond, lake, stream or other body of water in or adjacent to any park or any tributary stream, storm sewer, drain, catch basin, retainage pond, or any body of water flowing to any of the same any substance, matter or thing, liquid or solid, which may result in the pollution of said waters.
(6) 
Bring in, dump, or deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuge, or other trash in any public park and/or recreation facility. No such refuse or trash shall be placed in any waters in or contiguous to any park or left anywhere on the grounds thereof, but shall be placed in the proper receptacles. Where receptacles are not provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence and shall be properly disposed of.
If any of the above activity amounts to a violation of N.J.S.A. 13:180-99.3, any person violating said statute shall be charged pursuant to said statute and not with the violation of this article.
(7) 
Drive any vehicle upon any area except the park roads or parking areas or such areas as may on occasion be specifically designated as temporary driving or parking areas. Notwithstanding anything to the contrary, all terrain vehicles and dirt bikes shall be banned and prohibited from all recreational facilities and fields.
(8) 
Leave a vehicle standing or parked at night in established parking areas or elsewhere in a park or recreation facility.
(9) 
Ride a bicycle without reasonable regard to the safety of others.
(10) 
Leave a bicycle laying on the ground or paving or set against trees or in any place or position where other persons may trip or be injured by coming in contact with the same.
(11) 
No person should carry or possess firearms of any description or air rifles, spring guns, bows or arrows, slings or any other forms of weapons potentially inimical to wildlife or dangerous to human safety, or any instrument that can be loaded with and is capable of firing blank cartridges. Shooting into a park area from beyond park boundaries is prohibited. Employing or having possession of any kind of trapping device is also prohibited.
(12) 
Having a picnic or lunch in a place other than those designated for that purpose. Municipal employees shall have the authority to regulate activities in such areas when necessary to prevent congestion and to secure the maximum use for the comfort and convenience of all. Visitors shall comply with all directions given to achieve this end.
(13) 
Using any portion of the picnic area or any of the buildings or structures therein for the purposes of holding picnics to the exclusion of other persons, nor shall any person use such areas and facilities for an unreasonable time if the facilities are crowded.
(14) 
Set up tents, shacks, or any other temporary shelter for the purpose of overnight camping or leave in the park after closing hours any movable structure or special vehicle to be used or that could be used for such purposes, such as but not limited to a house trailer, camp trailer, camp wagon, or the like, except in those areas designated for such purposes.
(15) 
Take part in or abet the playing of any games involving thrown or otherwise propelled objects such as stones, arrows, javelins, balls, horseshoes, quoits or model airplanes except in those areas designated for the same.
(16) 
Ride a horse except on designated trails. Horses shall be thoroughly broken, properly restrained and ridden with due care and shall not be allowed to graze or go unattended, nor shall they be hitched to any rock, tree, shrubs or stump.
(17) 
Have in possession, set or otherwise cause to explode, discharge or burn any firecrackers, torpedo rockets, or other fireworks, firecrackers, or explosive or inflammable material, or discharge them or throw them into any such areas from lands or highways adjacent thereto. This prohibition shall include any substance, compound, mixture, or article that, in conjunction with any other substance or compound, would be considered dangerous and could cause injury. Notwithstanding anything contained herein, if anyone violating this subsection is also in violation of N.J.S.A. 21:2-6 and/or N.J.S.A. 21:3-2, said person shall be charged with a violation of said statute and not with a violation of this article.
(18) 
Permit a dog to run at large. All dogs are required to be restrained at all times on leashes. No dog, even if on a leash, shall be allowed on any playing field for any reason.
(19) 
Build or attempt to build a fire or bonfire. No person shall drop, throw or otherwise scatter lighted matches, burnt cigarettes or cigars, tobacco, paper or other flammable material within any park or any highways, roads or streets abutting or contiguous thereto.
(20) 
Gamble or participate in or abet any game of chance except in such areas and under such regulations as may be designated.
(21) 
Fail to exhibit any permit that is necessary or required for any activity being conducted.
(22) 
Unreasonably disturb or interfere with any activity that has been permitted pursuant to a validly issued permit.
(23) 
Expose or offer for sale any article or thing, or place any station, stand, cart or vehicle for the purpose of sale or display for sale of any such article or thing.
(24) 
Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription whatsoever.
(25) 
Consume, use, dispense, sell, or have in possession any beer, wine, malt, spirit, or any alcoholic beverage of any other nature without a valid permit issued by the Division of Alcoholic Beverage Control of the State of New Jersey for the same.

Maintenance of the recreational facilities is a shared service between the Mullica Township Recreation Association, the Mullica Township Public Works Department and community volunteer services.
A. 
Soccer fields. Fertilizing and trimming of the soccer fields is the responsibility of the Mullica Township Public Works Department.
B. 
Baseball fields. Lining, leveling and cleaning of debris is the responsibility of the Recreation Association.
C. 
Pinecone Zone. All maintenance is performed by the Public Works Department and volunteer groups.
Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not more than $1,000 or may be imprisoned in the county jail for a term not to exceed 30 days, or both. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such.
