No person, firm, company, association or corporation shall engage in the business, employment or occupation of buying, selling or exchanging used cars or maintain, conduct or operate any used car lot or pavilion in the Township of Rochelle Park without first having applied for and obtained from the Township Clerk of the Township of Rochelle Park a license to do so.
Any person, firm, company, association or corporation desiring to engage in the used car business as set forth in § 174-1 hereof shall first make application in writing to the Township Clerk, setting forth in said application an exact description of the premises upon which said proposed business is to be maintained, conducted or operated; the nature and construction of the building or buildings to be used in connection with said proposed business; the location of said buildings and lands with respect to the nearest public street, highway and sidewalks; the name and address of the person or persons proposing to conduct said business and the name and address of the person or persons owning the lands and premises upon which said proposed business is to be maintained, conducted and operated.
The license fee for maintaining, conducting or operating the used car business shall be $500, which fee must accompany the application.
After receiving the application, the Township Clerk shall present the same to the Township Committee for its consideration at the next succeeding regular meeting.
No license shall be granted to cover more than one place of business, and a license shall apply only to the person, firm, company, association or corporation to whom granted and shall not be transferable.
All licenses issued shall be valid only during the calendar year for which issued and shall expire on December 21 of each year. The license fee shall not be prorated for any portion of the year. Any license granted pursuant to the provisions of this chapter may be surrendered to the Township Clerk but no refund of any portion of the license fee shall be made.
All licenses granted as herein provided shall be exhibited in a prominent place.

Any person, firm, company, association or corporation violating the terms, provisions and conditions of this chapter shall, upon conviction thereof, be subject to a fine of not less than $25 nor more than $500 or imprisonment in the county jail for a period not exceeding 90 days, or both. Each day on which a violation continues shall be and constitute a separate offense.
The license of any person, firm, company, association or corporation violating the terms and conditions of this chapter may, after hearing before the Township Committee of the Township of Rochelle Park, be revoked.
