Wherever possible, utilities shall be underground
and shall be placed in the street right-of-way between the ditches
and outside boundary of the right-of-way to simplify location and
repair of lines when they require attention.
Whenever it is necessary that utilities cross
the roadway, they shall do so at a right angle to the roadway.
