No owner or person in charge shall cause or permit any animal, other than domestic cats, to run at large upon the streets or public property of the village or property of another person. Any such animal running at large shall be liable to be impounded by the police or Animal Control Officer.
The owner or person in charge of an impounded animal shall claim such animal within seven days. If no claim is made, then such animal may be disposed of by sale or destroyed. If the disposition is by sale, the proceeds thereof shall accrue to the village.
The police or Animal Control Officer shall have the authority to impound any animal whose presence in the village presents a clear and present danger to the health or safety or welfare of the public. The police or Animal Control Officer shall release such impounded animal to its owner or person in charge upon receipt of assurance that such animal will be removed from the village upon a determination by the police that the danger to the health or safety or welfare of the public has terminated. If the animal has not been released seven days after impoundment, then such animal may be disposed of by sale or destroyed. If the disposition is by sale, the proceeds thereof shall accrue to the village.
A. 
No owner or person in charge of any animal shall permit such animal to commit a nuisance upon any paved sidewalk or station platform or inside of any store, station or public waiting room within the village.
B. 
No person having charge, care, custody or control of any animal shall cause or permit such animal to cause unreasonable noise, including, but not limited to, any sound that is plainly audible at any location within any residential receiving property as set forth below:

(1) 
At or after 7:00 a.m. and before 10:00 p.m., continuously for a period of 10 minutes or more.
(2) 
At or after 10:00 p.m. and before 7:00 a.m., continuously for a period of five minutes or more.
