Every owner of vacant property and every owner, tenant, occupant or leaseholder of occupied property is required to keep the sidewalk adjoining such property, if paved, clear of snow and ice. All paved sidewalks in the district known as Business A and Business B, according to the Zoning Map referred to in Chapter 310 entitled "Zoning" of this Code, shall be cleared of snow and ice by 9:00 a.m. and 4:00 p.m. of each day, whether or not snow is still falling; all paved sidewalks in other districts shall be cleared of snow within 12 hours of the cessation of snow falling. Ice remaining on the sidewalk after it has been cleared or forming thereafter shall, if not easily removable, be kept covered with clean ashes, sand or the like, so as to be safe for pedestrians.
Every owner and leaseholder of a building, and every builder of a building in construction, which is adjacent to a public street, is required to prevent the falling of snow, ice, water or other things from such building upon the streets or sidewalks.
