No person shall maintain or operate an amusement center or be an owner or operator of amusement center games without first having obtained a license therefor; and the licensee shall be of good moral character.
As used in this article, the following terms shall have the meanings indicated:
AMUSEMENT CENTER
Any indoor place in which is operated for amusement any coin-controlled amusement.
AMUSEMENT CENTER GAME
Any coin-controlled amusement.
OWNER OR OPERATOR OF AMUSEMENT CENTER GAME
Any person who owns, places, distributes or locates any coin-controlled amusement device.
A. 
Location. No license shall be granted for any amusement center if located within 200 yards of a public or private school.
B. 
Prohibition of cash awards. No cash awards shall be made in any contest, tournament, league or individual play or any game maintained or operated in any amusement center, and no device shall be permitted to operate if said device delivers to the players coins or slugs or metal or other tokens on certain scores or if said device may be readily converted to deliver to the player such coins or slugs or metal or other tokens.
A. 
Identification of games. Owners or operators shall be required to purchase a tag or seal for each amusement center game in operation in any amusement center and shall apply a fee as set forth from time to time by the Board of Trustees for each tag or seal purchased. Said tag or seal shall be affixed to the game in a prominent place and shall bear a serial number and the owner's and operator's name and license number.

B. 
Placement information. Owners or operators shall, within 24 hours of the placement of any amusement center game in the village, notify the Chief of Police of said placement and shall give the serial number, name of game and name of the holder of the license for the amusement center in which said game is played.
C. 
Transfer of tag or seal. Any tag or seal, as required by Subsection A of this section, may be removed from one game and affixed to another owned by the same licensed owner or operator, provided that notice is filed with the Chief of Police within 24 hours of such transfer, by giving the serial number of the tag or seal and the serial number and name of the game from which the tag has been removed, as well as the serial number of the game to which tag or seal has been affixed.

A. 
Amusement centers. The fee for the license of an amusement center shall be as set forth from time to time by the Board of Trustees.
B. 
Owners of amusement center games. The license fee for owners of amusement center games shall be as set forth from time to time by the Board of Trustees.

No license shall be issued under the provisions of this article to any person who has been convicted of a crime or of any gambling offense against the laws of the State of New York.
Any coin-controlled amusement device operated in violation of the provision of this article may be seized and destroyed in compliance with the terms and provisions of the statutes of the State of New York, and any person who shall operate any coin-controlled amusement device without first obtaining a license as provided by this article or any person who shall violate any provision of this article shall be guilty of a misdemeanor.
