No person shall at any time have, possess, carry or transport open liquor, wine, beer or other alcoholic beverages within the Village of Canastota upon any public sidewalk, street, lane, highway, parking lot, public or quasi-public place, recreation area, athletic field, park, shopping center, parking lot or upon any private property not his own without the express permission of the owner or other person having authority to grant such permission.
If any organization desires to dispense alcoholic beverages on public property in the Village of Canastota, it must apply to the Village Board for a permit 15 days prior to the date that they desire to dispense said beverage. No fee shall be charged for the granting of this permit and the said permit shall be issued upon condition that the said organization shall secure a proper license to dispense alcoholic beverages on public property in the Village of Canastota from the Alcoholic Beverage Control Board of Madison County within the said 15 days.
It shall be unlawful for any person to discard alcoholic or other beverage containers within the Village of Canastota upon any public sidewalk, street, lane, highway, parking lot, public or quasi-public place, recreation area, athletic field, park, shopping center parking lot or any private property not his own without the express permission of the owner or other person having authority to grant such permission.
