When inspection by the Superintendent of the Village
Department of Public Works or his designated agent shows that repairs
or improvements are needed on the sidewalk, notice shall be sent to
the property owner. This notice shall designate the necessary repairs
or improvements and the date to be completed. In the event that the
owner is unable, for whatever reason, to repair the sidewalk, the
Village will undertake the repairs or improvements as provided by
this chapter.
The cost of repairs or improvements shall be paid
1/2 by a charge against the Village at large and 1/2 by the property
owner with prior approval of the Superintendent of Public Works.
The owner's portion of such costs shall be payable
over a six-month period; however, the total amount due may be paid
at any time prior to the expiration of the six-month period. Any balance
of the debt after the six-month period will be assessed against the
property and relevied on the property taxes.
This work shall consist of the construction
of a portland cement concrete sidewalk in accordance with these specifications
and in reasonably close conformance to the lines and grades shown
on the plans or established by the DPW Superintendent.
This work shall include furnishing and installing
all materials and labor necessary to construct the concrete sidewalk,
including but not limited to mobilization, layout of work, excavation
and backfill, removal and disposal of existing sidewalks and spoil
material, preparation of subbase course, restoration of surfaces,
concrete and reinforcement.
Portland cement concrete. The material requirements
and composition shall comply with Section 501, Portland Cement Concrete-General
of the New York State Department of Transportation's Standard Specifications,
Construction and Materials, latest edition. Concrete shall comply
with the specifications for and be proportioned in accordance with
that specified for class "A" concrete.
Subbase course. Granular subbase material shall
consist of run-of-crusher hard durable limestone or approved equal,
free from organic or other deleterious materials, and with the following
gradation:
Reinforcing steel. Concrete reinforcement shall
be wire fabric meeting the requirements of Section 709-02 of the NYS
DOT Standard Specifications. The wire fabric shall consist of No.
6 gauge wire at six-inch centers transversely and longitudinally.
(6X6 W2.0 X W2.0 Welded wire mesh).
Curing and anti-spalling compound. All concrete
sidewalks shall be cured by spraying on the surface a white pigmented
membrane curing and anti-spalling compound, in accordance with NYS
DOT Specifications Section 711-05. Compound shall be Durok Shield,
Sonneborn "Kure-N-Seal" or equal. Concrete curing materials and installation
shall conform to Section 711.
Forms. Forms shall be of lumber or steel. Flexible
strips may be used on curves. The forms shall be well staked or otherwise
supported and held to the established grade of the walk or curb.
The subbase course shall be placed and compacted
to the depth indicated and fine graded to the satisfaction of the
engineer. The subbase surface shall slope laterally at a minimum of
1/8 inch per foot and to such longitudinal grade as may be required.
Longitudinal grade shall not exceed a maximum slope of one on 12.
The subbase course shall be uniformly moist
immediately prior to placing concrete. Applying water to the subbase
shall be done in a manner so as not to form mud or pools of water.
Forms shall not be removed from freshly placed
concrete until it has cured for at least 12 hours. Forms shall be
carefully removed from the sidewalk so no edge will be broken.
The general construction details for manufacturing,
transporting and placing concrete shall meet the requirements of Section
501, Portland Cement Concrete - General of the New York State Department
of Transportation Standard Specifications, Construction and Materials,
latest edition.
The concrete shall be placed in one course to
the full depth required. The concrete shall be floated and steel troweled
to produce a smooth surface, then lightly broomed perpendicular to
the line of the walkway to provide a dense nonskid finish. Following
broom finishing, edge with edging tool to smooth all edges and round
top edges of concrete to a radius of 1/4 inch.
Where existing sidewalks to be replaced have
exhibited considerable settlement, or where clay or heavy soil conditions
are encountered, the new sidewalk shall be reinforced with welded
wire mesh at mid-depth.
Walks shall be constructed of separate rectangular
slabs with which shall not have any dimension greater than five feet.
Contractors shall layout sidewalk joints as uniformly as possible,
providing equal intermediate intervals between expansion joints and
between the walk ends and expansion joints.
Transverse expansion joints shall be located
at a maximum of every fourth joint in walks and where walks intersect
curbs, building or other permanent structure, an existing sidewalk,
or other location as designated by the engineer. Expansion joints
shall be one-half-inch thick premolded strips of bituminous joint
filler, full depth and laid in one piece as long as the full length
of the joint. Expansion joints shall be at true right angles to the
sidewalk surface and be made by putting the specified joint filler
in place before placing the concrete.
Driveway crossings. Sidewalks at driveway crossings
shall be constructed in the same manner and with the same materials
with the exception that the depth of concrete shall be eight inches
and that wire fabric reinforcement shall be embedded at mid-depth
in the slab.
Where curbing and sidewalks are constructed
at street corners, sidewalk ramps shall be provided. The surface texture
of the ramp shall be deep grooved, 1/2 inch wide by 1/2 inch deep
on one-inch centers, transverse to the ramp.
Concrete sidewalks shall be cured by spraying
on the surface a curing and anti-spalling compound immediately after
finishing. A vapor-proof membrane used for curing will not require
wetting. The compound shall be applied in two coats in accordance
with the manufactures specifications.
All disturbed areas shall be restored equal
to or better than the condition of the area prior to commencement
of work. All materials to be used in the restoration shall be new
and subject to the approval of the DPW Superintendent.
Care of trees, obstructions. Tree roots shall
be trimmed only as necessary for the proper grade and alignment of
the replacement sidewalks and in such a manner to minimize further
damage to the tree. Concrete sidewalks may be banded around the tree
trunk, allowing a minimum of three-inch clearance between the edge
of concrete and the trunk or realigned to avoid trunk entirely, if
ordered by the DPW Superintendent.
The quantity of concrete sidewalk for which
payment will be made will be the actual number of square feet of concrete
sidewalk installed as measured in the field. No extra payment will
be made for driveway crossings, sidewalk ramps or similarly reinforced
sidewalks.
The final quantity of concrete sidewalk installed
will not exceed that amount shown on the drawings unless additional
work is ordered by the DPW Superintendent.
The quantity of concrete sidewalk for which
payment will be made will be the actual number of square feet of concrete
sidewalk installed as measured in the field. No extra payment will
be made for driveway crossings, sidewalk ramps or similarly reinforced
sidewalks. Any additional charges or fees, such as weekend or holiday
deliveries, waiting period or extra fees will be borne by the owner.
The final quantity of concrete sidewalk installed will not exceed
that amount shown on the drawings unless additional work is ordered
by the DPW Superintendent.
