The purpose of the Floodway Fringe Over-Zone is to protect the health, safety and welfare of the inhabitants of the Village from hazards due to periodic but infrequent flooding. This protection shall include the protection of persons and property, the preservation of water quality and the minimizing of expenditures for relief insurance and flood control projects.
A. 
There is hereby established an FF-O Zone to accomplish the purpose of this article. The boundaries of the Floodway Fringe Over-Zone (FF-O) are delineated more specifically on the Zoning Map which is part of this article.[1] The Floodway Fringe Over-Zone provides additional or overlay regulations to existing areas, already zoned and/or developed and not covered in the Floodway Zone FW-1 (Article XIV) and subject to inundation by the one-hundred-year flood.

B. 
Larger floods may occur on rare occasions or the flood heights may be increased by man-made or natural causes, such as ice jams and bridge openings restricted by debris. This article does not imply that areas outside district boundaries or land uses permitted within such district will be free from flooding or flood damages.
C. 
The provisions of this zone shall take precedence over any other Zoning Articles, Ordinance and Code, to the extent that the provisions of this zone are inconsistent with such other provisions.
No use which is permitted within the Village by any provision of this Zoning Chapter shall be permitted within a FF-O Zone, meet the following requirements in addition to those otherwise applicable to it under this chapter:
A. 
New or replacement water supply systems shall be so designed as to minimize or eliminate infiltration of floodwaters into the systems and discharges from the systems into floodwaters.
B. 
On-site waste disposal systems shall be located so as to avoid impairment or contamination from the systems during flooding.
C. 
Residential structures shall have the lowest habitable floor elevated to at least one foot above the one-hundred-year flood level.
D. 
In addition to the above, any such use shall meet the following requirements:
(1) 
Such use shall include floodproofing measures consistent with the flood protection elevation and associated flood factors for the particular area in which construction is to take place;
(2) 
Any structure built on pilings shall be constructed with the lowest floor elevated to at least one foot above the one-hundred-year flood level; or
(3) 
Any structure built on solid fill shall be constructed at an elevation of the one-hundred-year flood level, with the lowest floor elevated to at lest one foot above the one-hundred-year flood level.
