This chapter shall be known and may be cited as the "Administrative Code for the City of Lackawanna."
Where this chapter is silent, or refers to local laws or ordinances which are inconsistent with provisions of the City Charter, or is itself inconsistent with the Charter, the Charter shall control.
The City is to be governed by the legislation duly enacted by the Council.
The Mayor shall, with the approval of the Council, appoint a local historian for the City. The local historian shall perform such duties as are described in Arts and Cultural Affairs Law §§ 57.13 and 57.15.

Any personal property belonging to the City, which is no longer required for the use of the City, may be sold by contract founded on sealed bids. The City Clerk shall advertise in the official newspaper for bids for such property at least one week before the meeting of the Council at which such sealed bids shall be opened. The Council shall award such property to the highest responsible bidder. Each bid must be accompanied by a certified check equal to the amount bid. All such checks must be returned to the unsuccessful bidders within 30 days after a successful bidder has been designated.
It shall be the duty of all bidders to strictly conform with all requirements as advertised with respect to the submission of all bids to the Council. It shall be incumbent upon all bidders to assume the responsibility of all bids, bonds or checks, and their accuracy. Any error or contradiction in bids will automatically result in a rejection of said bid from consideration by the Council.
Except where otherwise expressly provided by law or ordinance, any City officer or employee upon whom the duty devolves is hereby authorized to demand and receive for the services specified to the following fees for the use of the City, payable in advance:
A. 
For a photostat copy of a paper, document or other instrument, for each page or portion thereof, the fee of $0.50 per page.

B. 
For issuing any certificate, not otherwise provided by law, the sum of $10.

Any City officer or employee upon whom the duty devolves is hereby authorized to demand and receive the fee for all open competitive and promotional exams as follows: uniformed protective service: $25; and all other exams: $10. This will apply to all examinations held on or after June 1, 2000.
