City employees who have been granted longevity pay pursuant to written contracts between the City of Lackawanna and their respective bargaining unions are entitled to longevity pay per contract.
All other City employees, who are full-time City employees, are entitled to longevity pay effective 1997 as hereinafter provided.
All eligible full-time City employees, who are not members of any union, shall be entitled to longevity pay as follows:
A. 
For 10 years of continuous full-time service to the City of Lackawanna: $700.
B. 
For 15 years of continuous full-time service to the City of Lackawanna: $900.
C. 
For 20 years of continuous full-time service to the City of Lackawanna: $1,100.
No part-time or broken service shall be included in the computation of service credit for longevity purposes.
A full-time employee is defined as one whose normal work week is no less than 37 1/2 hours.
Elected officials are to be considered full-time employees and entitled to receive longevity pay during their elected term of office.
A leave of absence from a full-time position to serve in any other full-time capacity with the City shall not be deemed a leave of absence for the purpose of longevity.
Any full-time City employee transferring from one position or department to another full-time position shall be credited with his or her full period of service in each department for the purpose of longevity service.
Any longevity payments made under this article shall be paid in a lump sum on the first payroll period in December of each year.
This article shall apply only to payment for longevity services for employees of the City of Lackawanna.
