The position of Municipal Bingo Inspectors for
the City of Lackawanna, New York are hereby created and established.

The City Clerk, with the approval of the Council, shall appoint
the Municipal Bingo Inspectors, and in no event shall he or she appoint
more than six such inspectors pursuant to this article. Each Municipal
Bingo Inspector shall be appointed to serve for a term of four years.
The salary for these positions shall be established by resolution
of the Council.
The specifications for Municipal Bingo Inspector
shall be as follows:
A. General statement of duties. Inspects the conduct
of bingo games; performs related work as required.
B. Distinguishing features of the class. This is a public
contact position involving responsibility for the inspection of bingo
games to insure conformity with law and rules. Work is performed under
supervision of the Council in accordance with established policies
and procedures.
C. Examples of work (illustrative only).
(1) Investigates qualifications of organizations applying
for bingo license.
(2) Investigates details of proposed procedures for conduct
of bingo, background and character of proposed workers and lessors
of premises.
(3) Makes sure that equipment is in good operating order.
(4) Makes inspections of bingo games in progress and counts
sales in various categories.
(5) Checks system of money control and analyzes reported
receipts and makes comparison on sight counts.
(6) Receives and investigates complaints and explains
and provides information regarding requirements of law and rules.
(7) Appears and testifies at hearings involving violations.
(8) Maintains records and submits individual inspection
reports.
D. Required knowledge, skills and abilities.
(1) Good knowledge of arithmetic; ability to keep routine
records and prepare accurate and complete reports.
(2) Ability to get along well with and deal effectively
with the public.
(3) Good moral character; good physical condition.
E. Acceptable experience and training. One year of satisfactory
public contact, inspection, or law enforcement experience; or any
equivalent combination of experience and training.

The City Clerk shall designate a Senior Bingo Inspector from the Municipal Bingo Inspectors appointed under §
31-11. The Senior Bingo Inspector shall receive additional compensation in the amount of $200 per year and in addition to the duties set forth in §
31-12, shall have the following duties:
A. Verifying the accuracy of the bingo reports.
B. Confirming that the proper number of bingo inspections are performed
and conducted in an acceptable manner.
C. Coordinating the bingo inspection process.
D. Providing the City Clerk with the bingo reports in a timely manner.
E. Other duties designated by the City Clerk relating to the conduct
of bingo games.
