A.
The Township Secretary shall maintain, in conjunction
and cooperation with the Township Engineer, the United States Postal Service
and such other persons as designated by the Board of Supervisors, a system
whereby each and every primary structure or dwelling unit on lots within the
Township of Lower Salford shall have assigned a unique and distinctive identifying
number, which when used in conjunction with a street name shall be different
from any other location within the Township.
B.
The numbering system shall begin with the lowest numbers
being located at the extreme easterly and northern municipal boundary lines
and shall increase in a westerly and southerly direction, respectively. Streets
which run generally east-west shall have the odd numbers located on the north
side and even numbers on the south side; streets which run generally north-south
shall have the odd numbers located on the west side and even numbers on the
east side.
C.
Streets with semicircular, oval, horseshoe or similar
configurations, which, because of their design, will cause a duplication of
numbers along such street, may deviate from the normal method of number assignment
and shall be assigned numbers in a common-sense method which will simply and
clearly assist agencies of public safety and the public in locating specific
street address locations.
As used in this chapter, the following terms shall have the meanings
indicated:
Any structure used or intended to be used as a dwelling, place of
business or industry or any other use requiring a location identity. Its meaning
shall include public buildings, religious and institutional buildings, but
shall not include any accessory building located upon a lot where there is
also a primary building.
Synonymous with "house number," the terms being interchangeable.
The combination of the distinctive building number and the street
name where such building/improved lot is situated.
A.
It shall be the duty of each and every owner of buildings
located within the Township of Lower Salford
to cause the same to be numbered in accordance with this chapter. Such owner
shall also be required to constantly maintain such numbers in a complete and
legible condition.
B.
In the case of single-family residential buildings, including
singles, twins, duplexes, triplexes and quadriplexes, where the occupant leases
or rents such residence and a nonresident owner of such property fails to
comply with the provisions of this chapter, the tenant, after receiving notice
of noncompliance with the provisions of this chapter, shall have the duty
to post the house number as described herein. If such tenant fails to comply
with these provisions, he/she may be held responsible, either individually
or jointly, with the owner of said property.
C.
For nonresidential buildings, the occupants of which
are clearly and prominently identified by business-type signs located on the
exterior of the building or near such building and visible from the public
streets, the affixing of house numbers shall be optional. For multitenant
nonresidential buildings, each separately occupied portion of such building
must be clearly identifiable by such business-type signs for the posting of
house numbers to be optional.
A.
Method of marking buildings. All required building numbers
shall be composed of paint or enamel, metal, durable plastics or other suitable
material which will withstand exterior conditions. The color of the numbers
shall be in contrast to their immediate background. The size of individual
numerals shall be dictated by their distance from the public street, but in
no case shall they be less than three inches in height.
B.
Placement/location of numbers. All required building
numbers shall be located so that they are clearly visible from the public
street or other nearest public access location and in accordance with the
following criteria:
(1)
Single-tenant structure, urban location. The building
number shall be placed upon the building, on or near the main entrance to
the same, preferably in a lighted location so the number is visible at night.
(2)
Single-tenant structure, rural location. The number shall
be placed on the mailbox located adjacent to the public street. If no such
mailbox exists or if the mailbox is not adjacent to the street, the number
shall be placed upon a permanent standard base or support adjacent to the
private lane or driveway serving such structure and leading from the nearest
public roadway.
(3)
Multiple-tenant structures.
(a)
Duplexes, triplexes, quadriplexes. The assigned building
number shall be clearly marked on or adjacent to the primary access door to
each separate unit contained in the building.
(b)
Apartment buildings and complexes which are assigned
a single building number street address shall clearly mark each dwelling unit,
on or adjacent to each unit's primary entrance, with an individual unit
identifier. This identifier may be a letter, a number, an alphanumeric combination
or any other designation which will clearly identify one dwelling unit from
another.
(d)
Any multiple-tenant structure which is located in such
a manner so as to make the previously described building number locations
not visible from the nearest roadway or alley open to the public shall also
place the common building number or inclusive building numbers upon a permanent
standard base or support or existing sign structure so that the number(s)
shall be clearly visible from the nearest public roadway or alley or other
access from a public roadway.
A.
It shall be unlawful for any required person to fail to comply with the provisions of § 100-3 of this chapter.
B.
It shall be unlawful for any person to cover any house
number with any sign, drapery, decoration, vegetation or any other type of
obstruction. Likewise, no property owner or other person in control of a property
shall permit a house number to be so obstructed.
C.
It shall be unlawful for any person to remove, obliterate
or otherwise damage any building number or portion thereof, except for purposes
of normal maintenance, refurbishing or replacement of the same.
B.
Any person committing a second or subsequent violation of § 100-5A or B and/or any person violating Subsection C shall be guilty of a summary offense, and after conviction be subject to a criminal fine not to exceed $1,000 per violation and imprisonment in the Montgomery County Correctional Facility to the extent allowed by law for the punishment of summary offenses. Enforcement of any such violations shall be by action brought before a District Justice in the same manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure. Each period of one week (seven calendar days), commencing on the eighth day following the initial date of offense, wherein a violation shall continue after notice shall constitute a separate offense and shall be subject to the same penalties as described herein.

A.
All ordinances or parts of ordinances which are inconsistent
herewith are hereby repealed.
B.
If any sentence, clause, section or part of this chapter
is, for any reason, found to be unconstitutional, illegal or invalid,
such unconstitutionality, illegality or invalidity shall not affect or impair
any of the remaining provisions, sentences, clauses, sections or parts of
this chapter. It is hereby declared as the intent of the Township of Lower
Salford that this chapter would have been adopted had such unconstitutional,
illegal or invalid sentence, clause, section or part thereof not been included
herein.
This chapter shall become effective on the first day of May 1991, A.D.
