As used in this chapter, the following terms shall have the meanings indicated:
EMERGENCY MANAGEMENT
All measures undertaken by or on behalf of the state and its subdivisions to prepare for and minimize the effect of enemy action and natural or man-made disaster upon the civilian population and also to effectuate emergency repairs to, or the emergency restoration of, vital public utilities and facilities destroyed or damaged by such action or disaster.[1]

The Emergency Management Coordinator shall perform the following duties:
A. 
Develop and promulgate emergency management plans consistent with state plans.
B. 
Direct local emergency management training programs and exercises.
C. 
Maintain liaison and cooperate with emergency management agencies and organizations of other political subdivisions and of the state and federal governments.
D. 
Coordinate all activities for emergency management within the City.
E. 
Perform other duties in emergency management as required by the Council.
F. 
Ensure communication between all City departments and Dodge County.

In preparing and executing the emergency management plan, the Coordinator shall utilize the services, equipment, supplies and facilities of the existing departments and agencies of the City to the maximum extent practicable. When the Council has approved the plan, all municipal agencies and departments of the City shall perform the duties and functions assigned by the approved plan.
A. 
The Emergency Management Coordinator shall take action in accordance with the emergency management plan only after the declaration of an emergency and/or the issuance of official disaster warnings. Declaration of emergency shall be made by the Governor, the Mayor or the Council. Such state of emergency shall continue until terminated by the issuing authority, provided that any declaration not issued by the Governor may be terminated by the Mayor.
B. 
Snow emergencies.

(1) 
A snow emergency shall be declared by the Mayor or the Emergency Government Director. The declaration shall be issued when a winter storm will impact the City and has the potential to reach depths or conditions that will constitute a serious public hazard impairing transportation and public health, safety and welfare.
(2) 
When a snow emergency is declared due to heavy snow or a blizzard, no person may park, stop or leave standing any vehicle upon the streets, or any portion of the streets, for a period of 48 hours after an emergency has been declared or until snowplowing operations have been completed. Any vehicle in violation will be ticketed and may be towed at the owner's expense.
Whenever necessary to meet an emergency for which adequate regulations have not been adopted by the Council, the Mayor, the Council or the Emergency Management Coordinator may proclaim, promulgate and enforce orders, rules and regulations relating to the conduct of persons and the use of property which are necessary to protect the public peace, health and safety, to preserve lives and property, and to ensure cooperation in emergency management activities.
A. 
Prohibited. No person shall willfully obstruct, hinder or delay any member of the Emergency Management Organization in the enforcement of any order, rule, regulation or plan issued pursuant to this chapter or violate any order, rule, regulation or plan issued pursuant to the authority contained in this chapter.
B. 
Penalty. Any person who shall violate any provision of this section shall be subject to a penalty as provided in § 1-4 of this Code and the appropriate state statutes.
