No person shall conduct for gain within the City any carnival, circus,
concert, or any other similar entertainment without first obtaining a license.

Application for a license shall be submitted on forms supplied by the
City Clerk. The application shall be accompanied by a certificate of insurance
showing that the applicant is covered by liability insurance by an insurance
company licensed to do business in Wisconsin in the amount of $300,000 for
the injury or death of one person, $1,000,000 for any one accident and $50,000
for property damage. If the entertainment involves carnival-type rides, proof
of current inspection of such rides by the Wisconsin Department of Commerce
must also be furnished.
The license fee shall be as set by the Common Council, except that no
fee shall be charged for events held or sponsored by educational, charitable,
nonprofit or religious organizations when the proceeds thereof shall be devoted
to the purposes of such organization.
Except as otherwise specifically provided in this chapter, any person who shall violate any provision of this chapter or any order, rule or regulation made hereunder shall be subject to a forfeiture as provided in §
1-4 of this Code.
