There is hereby established a Council on Aging consisting of nine citizens appointed by the Board of Selectmen for terms not to exceed three years for any member. Said terms shall be staggered so that not more than three appointments shall be made in any calendar year. Members can be reappointed for consecutive terms. Whenever a vacancy occurs in said Council, said vacancy shall be filled by said Council with the approval of the Board of Selectmen.
The duties of said Council on Aging shall be to:
A. 
Identify the total needs of the community's elderly population;
B. 
Educate the community and enlist support and participation of all citizens concerning these needs;
C. 
Design, promote, or implement services to fill these needs, or coordinate present existing services in the community; and
D. 
Promote and support any other programs which are designed to assist elderly persons in the community.

Said Council on Aging shall cooperate with the Commonwealth of Massachusetts Office of Elder Affairs and shall be cognizant of all state and federal legislation concerning funding, information exchange, and programs planning which exists for better community programming for the elderly. Said Council on Aging shall give an annual report to the Board of Selectmen with a copy of that report directed to the Commonwealth of Massachusetts Office of Elder Affairs.
