At a minimum, the plan shall contain:
(1)Â
Lot and block numbers of the site as shown on the
current Tax Map of the municipality.
(2)Â
Name and address of the owner of the land.
(3)Â
Size of subwatershed and location of the site within
the subwatershed(s).
(4)Â
Location, description and quantification of significant
natural and man-made features on and surrounding the site, including
topography, all impervious surfaces, soil and drainage characteristics,
with particular attention to the location and description of presently
existing surface water runoff control devices, mechanisms or areas,
swamps, floodplains, swales, woods and vegetation, steep slopes and
other features critical to the purposes of this chapter. Contours
shall be shown at five-foot intervals for slopes averaging 12% or
more and at two-foot intervals for land of lesser slope.
(5)Â
Size of nearest culvert or bridge downstream of discharge
area, profiles and cross section of stream channel upstream of that
structure as well as profiles and cross sections of stream channel
at all points of proposed surface water discharge from the site, as
required by the Borough Engineer.
(6)Â
Location, description and quantification of proposed changes to the site, whether of a permanent or temporary nature, with particular attention to impervious surfaces and interception of presently dispersed flow which may have impact upon the capacity of the soil, vegetation cover and drainageways to absorb, retard, contain or control surface water runoff. Final contours for the land shall be shown as indicated in § 197-12A(4).

Designation of critical or other areas to be left
undisturbed shall be shown in sufficient detail to be accurately marked
on the land.
(8)Â
Computation of the total surface water runoff before,
during and after the disturbance of land and/or construction of impervious
surfaces.
(9)Â
Proposed measures for surface water management and
soil erosion and sediment control which must meet or exceed Standards
for Soil Erosion and Sediment Control in New Jersey, adopted by the
State Soil Conservation Committee. Standards shall be on file at the
offices of the Sussex County Soil Conservation District and the Borough
Clerk.

A schedule of the sequence of installation of
the surface water management, erosion and sediment control measures
as related to the progress of the project, including anticipated starting
and completion dates and stipulating current maintenance, continued
maintenance and responsibility for same.[1]

A.Â
Whenever sedimentation is caused by stripping vegetation,
regrading or other development, it shall be the responsibility of
the applicant causing such sedimentation to remove it from all adjoining
surfaces, drainage systems and watercourses and to repair any damage
at his expense as quickly as possible.
B.Â
Maintenance of all drainage facilities and watercourses
within the development is the responsibility of the applicant until
the final facilities are accepted by the Borough.
C.Â
It is the responsibility of the applicant doing any
act on or across a communal stream, watercourse or swale, or upon
the floodplain or right-of-way thereof, to maintain as nearly as possible
in its present state the stream, watercourse, swale, floodplain or
right-of-way during the pendency of the activity and to return it
to its original or equal condition after such activity is completed.
D.Â
Maintenance of drainage facilities or watercourses,
including public drainageways originating and completely on private
property, is the responsibility of the landowner to their point of
open discharge at the property line or at a communal watercourse within
the property.
