Whenever the Board of Health shall have satisfactory evidence that any
dog is vicious, or if it molests pedestrians or others without provocation,
it is hereby declared a public nuisance and a source of danger to public health.
Such dogs shall not be allowed to run at large or come in contact with children
or any persons other than the immediate family of the owner's household, unless
said dog is completely muzzled or on a leash, accompanied by a responsible
person. No dog or dogs shall be allowed or bathed on public beaches or docks.
No dog or dogs shall be permitted in or about any store or any other public
place in the Borough of Hopatcong.
All spitting on the sidewalks of the public streets or public places
of the Borough or on any floors of public buildings and in public conveyances
is hereby declared a public nuisance and a source of danger to public health
and is hereby prohibited.
Smoking a cigar, cigarette or tobacco in any form or carrying a lighted
cigar, cigarette or tobacco in any form on any bus is hereby declared to be
a public nuisance and is hereby prohibited.
The local Board, within its jurisdiction, shall examine into and prohibit
any nuisance, offensive matter, foul or noxious odors, gases or vapors, water
in which mosquito larvae breed, and all causes of disease which may be known
to the Board or brought to its attention, which in its opinion, are injurious
to the health of the inhabitants therein, and shall cause the same to be removed
and abated as provided by N.J.S.A. 26:3-45 et seq.
The pumping of any basement water, well water, or the diversion of surface
and other water to and upon Borough roads, drains, catch basins, gutters and
culverts is hereby prohibited in the Borough of Hopatcong.
