The Manual on Uniform Traffic Control Devices, hereinafter known as "MUTCD," except as hereby supplemented and amended, is hereby adopted as it controls and regulates, whenever construction, maintenance operations or utility work obstructs the normal flow of traffic. Any person, contractor or utility who fails to comply with the provisions of MUTCD while performing such work on any roadway within the boundaries of the Township of Mantua is in violation of this article.

No person, contractor or utility conducting work on, under or above the roadway can do so without first receiving all necessary permits from Mantua Township. Any person, contractor or utility who fails to comply with this section prior to the start of such work or whose plans are not approved by the Township is in violation of this article.
The person, contractor or utility shall provide the Traffic Bureau with at least two emergency contact telephone numbers to be called in case of emergency problems at the construction or maintenance site prior to the start of any work.
Time limits, road closings and detours must be approved before a permit will be issued by both the Director of Municipal Services and the Traffic Bureau of the Mantua Township Police Department. Failure to comply will be in violation of this article.

A.
Traffic directors shall be posted at all construction or maintenance sites when determined by the Traffic Bureau of the Mantua Township Police Department that the same is necessary to provide for the safe and expeditious movement of traffic.
B.
If desired or mandated for safety concerns, to properly deconflict between local emergency services and any construction or maintenance company that is performing work that may impede or cause traffic delays on roadways within Mantua Township, the Mantua Township Police Department shall be contacted to schedule traffic directors, either through the Police Department itself or through an agency enlisted for scheduling traffic directors on behalf of the Mantua Township Police Department, if used. Only in cases where the Mantua Township Police Department is unable to fulfill the request shall a construction or maintenance company contact an agency other than those listed above to schedule jobs where police officers are desired or mandated.
The Mantua Township Police Department and/or the Department of Municipal Services shall have the authority to stop work.

A.
Penalties for violation of any of these sections, with the exception of § 143-22, shall be, for a first offense, upon conviction thereof, to pay a fine of not less than $100 nor more than $500 and/or be imprisoned in the county jail for a term not exceeding 90 days; for a second offense, upon conviction thereof, to pay a fine of not less than $250 and/or be imprisoned in the county jail for a term not exceeding 90 days; and for a third or subsequent conviction, to pay a fine of not less than $500 and/or be imprisoned in the county jail for a term not exceeding 90 days.
B.
Penalties for violation of § 143-22 shall be, for a first offense, upon conviction thereof, to pay a fine of not less than $25; for a second offense, upon conviction thereof, to pay a fine of not less than $50; and for a third or subsequent offense, upon conviction thereof, to pay a fine of not less than $100.
C.
A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
